Role overview
For a UNDP project, we are looking for an experienced regional coordinator who will support the implementation and reporting of the Gender Based Violence Project in 2 Provinces in Papua New Guinea.

The Government of PNG, through support from UNDP and DFAT, is rolling out a nationally driven GBV initiative aimed at institutionalizing a strong coordination, implementation and monitoring/knowledge management system to achieve effective prevention of GBV and service delivery to survivors of GBV. Part of the initiative includes the establishment of case management centers - financed and supported by the respective provincial governments (Department for Community Development) and mandated to provide quality support to survivors of GBV/FSV as part of an enhanced referral system. The volunteer will work closely with the provincial Community Development Advisors, members of the provincial Family and Sexual Violence Action Committee and (new or to be recruited) staff of the secretariat, a UNDP case management and coordinator Specialist, and key staff from partner organizations. The VSO will report directly to the UNDP GBV Team leader.

You will mentor and coach provincial Community Development Advisors and other stakeholders in planning and budgeting, advocacy and coordination. You will be based in Port Moresby – PNG’s capital, with frequent travel (up to 50% of time) to beautiful Milne Bay province. This is a 10 months placement.

Due to the nature of our volunteer placements, it is possible that the responsibilities of this role may differ in reality and therefore the post holder will need to be prepared to be flexible and adapt to their environment as necessary. Funding for this placement is 90% confirmed and will be confirmed before 8 June.

Skills, qualifications and experience required
• University degree in Social Sciences, Gender studies, Public health, Social Work, Humanities, Management, or other related discipline, or minimum 4 years of experience with progressively higher responsibility related to protection and empowerment services, preferably including management, staff supervision, capacity and institutional development;
• Demonstrated clear understanding of gender, human rights, and issues surrounding violence against women and girls.
• Familiar with best management practices in government setting;
• Experience in capacity building and mentoring;
• Demonstrate capacity in team building and leadership;
• Highly experienced in reporting and coordinating Experience in managing remote teams;
• Experience in meeting with Ministers and other high powered people.

PNG has some of the highest rates of family and sexual violence (FSV) in the world. VSO is responding to the major public health issue since 2013. Our focus is on improving access to quality FSV services and informing, empowering and engaging communities to address and prevent family and sexual violence.

VSO has been working with UNDP on the Provincial implementation of a nationally driven FSV initiative aimed at strengthening coordination of the response to GBV and implementation of a monitoring system on GBV incidents and service provision to survivors. The volunteer will support Community Development Advisorsin establishing a strong FSVAC and FSVAC secretariat responsible for coordination of FSV interventions and will support roll out and implementation of a FSV/GBV data management system, including data collection.
