IRC has worked in Liberia since 1996 and is one of the largest humanitarian actors in the country. 

 

During 2014, the IRC conducted an organization wide consultative process to prepare a new 5-year plan that defines the IRC's mission, vision and strategy for 2015-2020. The foundation of the IRC strategy is our mission: to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future.  As an organization, we are committed to assessing our progress against this mission by whether we make measurable improvements to the lives of the people we serve.  Progress will be measured in terms of achievements in improving beneficiaries’ health, safety, education, economic wellbeing, and power while emphasizing the need to narrow gender gaps with regard to each of these outcomes.  The strategy also sets out a new vision for the IRC as the organization seeks to make impact as both an operational leader and a thought leader: The IRC will lead the humanitarian field by implementing high-impact, cost-effective programs for people affected by crisis and by using our learning and experience to shape policy and practice.

 

The strategy sets out 6 objectives which will help the IRC achieve our mission and vision:

  • Improve the effectiveness of our interventions
  • Ensure the best use of resources
  • Increase the scale and reach of our work, knowledge and expertise
  • Increase the speed and timeliness of our support
  • Improve our responsiveness to the demands of our clients and communities
  • Invest in the research, development, and demonstration of new interventions and delivery models, which creates knowledge that influences policy and practice

 

Within the IRC Liberia program, the next step in this process is develop a country-specific Strategy Action Plan (SAP) that will contextualize and operationalize the IRC global strategy in order to best meet the needs of our clients.  Accordingly, the IRC Liberia team is recruiting a dynamic, well-organized SAP Coordinator to facilitate the development of this plan. The process will involve the use of already-set-out tools and guidelines that follow a three-stage process involving diagnosis, prioritization, and delivery.

 

Scope of work

The Liberia SAP Coordinator will report to the Deputy Director of Programs, supervise the SAP Assistant Coordinator, and be responsible for planning and delivery of key SAP outputs against a series of firm deadlines.  The Liberia SAP shall be well aligned with the IRC organizational Strategy 2015-2020 and will follow the process outlined by organizational leadership.

 

Responsibilities

  • Refine SAP Development workplan to include detailed, step-by-step activities to contribute to each key SAP deliverable;
  • Track SAP development progress relative to workplan and keep the SAP Steering Committee and IRC Liberia apprised of progress and challenges;
  • Lead internal and external stakeholder engagement, ensuring that inputs are incorporated throughout SAP process;
  • Design, plan, and lead SAP development activities as laid out in IRC SAP Guidelines, including but not limited to Context Analysis, Portfolio Review, Analysis of Current State of IRC Programming and Operations, Prioritization Exercises, Establishment of Program Development Priorities, Drafting Strategic Objectives, and Identification of Operational and Management Implications of the SAP.
  • Manage the SAP development budget;
  • Engage the SAP Steering Committee as-needed, on an ongoing basis for ideas generation, decision-making, and document reviews related to SAP development;
  • Produce preliminary drafts of each SAP deliverable as well as consolidated final draft for review.

Additional responsibilities will be outlined by IRC Country Program Management as the SAP process takes shape.

 

Supervisory Responsibilities: SAP Assistant Coordinator

 

Qualifications

Education: Master’s degree in organizational development, planning, social science, or other relevant subject.

Experience: Minimum five (5) years work experience developing organizational plans, preferably in a post-conflict setting.

 

Skills:

  • English language fluency.
  • Strong written and oral communications skills.
  • Exposure to strategic development processes.
  • Strong research/contextual analysis background with quantitative and qualitative data collection, management, and analysis skills.
  • Demonstrated ability to multitask, manage projects, lead meetings and follow through for results against firm deadlines.
  • Ability to analyze and solve problems in a consultative manner.
  • Impeccable time management.
  • Ability to work independently and as a member of a multi-cultural team.
  • Ability to support others to reach their goals.
  • Expert competence in Microsoft Office (Word, Excel, PowerPoint and Outlook).

 

Housing.

The SAP Coordinator is an unaccompanied position and will be accommodated in an in-kind housing in shared apartment with private bedroom. Transportation with IRC vehicle will be provided.

Safety & Security Situation

 

All international Staff must comply with all IRC Liberia security policies and procedures. While there is a great deal of media coverage about the risks of working in an Ebola affected country, both the CDC and WHO have stated that the highest risks remain for those directly treating Ebola patients which this position would not be involved in. Furthermore, you will be working with a team of fellow international staff who continue to work confidently in the country, following robust IRC hygiene protocols to minimize any risk. At any point the position holder has the option to end the assignment should you feel unsafe in any way, with no repercussions in terms of employment in other IRC programs.
