THE ROLE

The Monitoring, Evaluation, Accountability, and Learning (MEAL) and Reporting Manager is responsible for managing an effective MEAL system to monitor and document how Save the Children is influencing and changing the lives of girls under the STAGES project.

STAGES (Steps Towards Afghan Girls’ Educational Success) is a four year consortium project, implemented in partnership with AKF and Care. Now at the beginning of STAGES’ 3rd year, Save the Children is seeking a MEAL and Reporting Manager to strengthen and manage MEAL systems for the remainder of the project.

The role will help identify programme needs and priorities; review progress and quality of programming; support increased accountability to children and adults; and develop reports and communication products for the STAGES project.

KEY AREAS OF ACCOUNTABILITY

  • Lead the implementation and support the further development of STAGES MEAL framework and tools in line with SCI Quality Framework and MEAL essential standards as well as the Consortium Programme Management Unit (PMU) and donor guidelines.

  • Ensure that STAGES centrally located data base is functional, accurate and regularly updated. Conduct data analysis and disseminate information to inform programme management. Support provincial MEAL staff in maintaining provincial level data bases.

  • Ensure that MEAL systems can capture evidence to demonstrate whether Save the Children’s STAGES project is consistent with the overall programme objectives and outcomes.

  • Work with programming teams and PMU to assist with development or adaption of tools, checklists and monitoring forms, according to the objectives and targets of STAGES.

  • Liaise with programme management team to develop timely project reports including quarterly and annual donor reports, survey reports, case studies and evaluation reports.

  • Implement accountability mechanisms for Save the Children’s STAGES project, including information sharing, participation and complaints and feedback response mechanisms. Undertake accountability system assessment, design, implementation, and review as required. Ensure systems are capable of handling serious complaints in line with child safeguarding policy.

  • Support PMU with implementation of STAGES project evaluations and research, including developing evaluation tools, support planning evaluator itineraries, and training field staff for data collection if required.

  • Support Senior Program Manager with learning activities. Facilitate periodic Lessons Learned workshops and implement a systematic way of documenting and disseminating lessons learned to help increase organizational knowledge and improve future interventions.

  • Identify learning and training opportunities for provincial MEAL staff and work as a mentor for less experienced staff.

  • Conduct training and awareness raising activities for operations and programme technical staff at field and country-office level regarding MEAL priorities and quality standards.

  • Coordinate and share information with country office MEAL team to support the Save the Children Afghanistan MEAL system.

QUALIFICATIONS AND EXPERIENCE

Essential

  • Education to BSc/BA/BEng level in a relevant subject.
  • At least two years of Monitoring, Evaluation, Accountability & Learning experience in a developing country context.
  • Knowledge of design and application of qualitative and quantitative monitoring and evaluation techniques in a developing country context.
  • Demonstrated ability in management of complex databases and analysis of quantitative and qualitative data.
  • Capacity to produce high-quality reports in English.

  • Experience working through systems of community participation and accountability, including previous experience of supporting feedback and complaints mechanisms.
  • Experience of supporting child-focussed programming, in particular education or child protection projects.
  • Proven capacity to supervise, train and coach staff, including through remote support.
  • Ability to work collaboratively and to foster a culture of monitoring and evaluation across the organization.

  • Highly developed influencing, communication and interpersonal skills, including ability to communicate technical issues effectively and persuasively to internal and external stakeholders.

  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.

Desirable

  • Master’s Degree in a relevant subject.
  • Previous experience working with Save the Children.
  • Specific experience of working in consortia projects.
  • Specific experience of managing MEAL for DFID-funded projects.
  • Experience or knowledge of working and living in conflict-affected areas.
  • Advanced skills in database development and management.
