Contract: Fixed-term 6 months

Hard to Work Allowance in addition to salary: £4000 per annum pro rata the contract length.

OXFAM PURPOSE: To work with others to overcome poverty and suffering

 TEAM PURPOSE: Oxfam’s WaSH team works together with the conflict  affected population and in coordination with the wider country program, national and international stakeholders to provide and maintain access to water, sanitation and hygiene for people affected by the humanitarian crisis. 

 JOB PURPOSE: To work as counterpart of the national PHE coordinator and support all WASH programmes with technical advice for hygiene promotion and community mobilisation activities in order to enable the emergency-affected population to protect themselves from threats to their life, health and dignity.

 

 REPORTING LINES:

BUDGET RESPONSIBILITY: may be responsible for tracking project activity related expenditure and providing budget forecasts

 

BACKGROUND:

The conflict that broke out in South Sudan on 15th December 2013 has left thousands dead and displaced hundreds of thousands more. Vulnerable populations continue to flee ongoing fighting in South Sudan, with violence displacing more than 930,000 people - including both internally displaced persons (IDPs) and refugees fleeing to neighbouring countries. Since the start of the crisis, over 803,200 people have been displaced within South Sudan by violence. Another 254,600 people have fled into neighbouring countries, with the largest numbers in Ethiopia and Uganda.

Oxfam is providing humanitarian assistance to those affected by the conflict focusing on public health, livelihoods and emergency response with gender, diversity, conflict-sensitive programming and policy/advocacy work intertwined. Oxfam is supporting people affected by the conflict with clean water, sanitation facilities and hygiene promotion.

The post holder will provide technical support to the WASH teams in different project sites (Mmalakal, Melut, Jonglei and Un House Juba) in designing, implementing and monitoring and exiting WASH programmes with substantial focus on quality PHP work.  

 

 Key Responsibilities:

 Assessment, planning and implementation of WASH programmes:

  • As part of a multi-sector team provide support to rapid and ongoing assessments of public health risks faced by the conflict affected communities.
  • Based on assessment findings make recommendations for response interventions which are consistent with Oxfam’s policies and guidelines.
  • Ensure that gender, accountability and protection is effectively mainstreamed within the planned and implemented WASH programmes.
  • If required, lead and task manage a team of national and international public health promoters to implement and monitor appropriate public health promotion interventions in emergency contexts. 
  • In collaboration with Finance and Logistic team, develop and follow-up budget forecast and procurement planning.
  • Work closely with MEAL team and wider WASH team, as well with gender and protection leads to develop effective MEAL framework and tools (donor and programme quality related) incorporating participation and gender and including participatory assessment, monitoring and evaluation approaches for community outreach network;
  • Together with the MEAL team, ensure that communities are informed and participate in the design and implementation of Oxfam’s work and a context appropriate accountability system is in place (including complaints and feedback mechanisms as well as channels for information sharing);
  • In close collaboration with PHE colleagues ensure that technical and social aspects of water and sanitation and malaria control programming are closely integrated.
  • Ensure with the wider WASH team and food security and livelihoods teams that potential  for cohesive programming is maximised (community mobilisation, data collection, response planning and monitoring);
  • Support development and implementation of OGB’s WaSH strategy in South Sudan with particular focus on cholera preparedness and response activities;
  • Jointly with the PHE team work on a culturally appropriate cholera response toolbox which is part of the contingency stock planning (training guidelines, IEC materials, MEAL tools etc.);
  • Contribute towards planning and proposal writing.

 Coordination and representation

  • Represent OGB to other agencies and authorities, including the WaSH cluster and share good practice examples from Oxfam PH programmes at inter-agency coordination meetings. 
  • Provide technical input into hygiene sub-working group to develop harmonised and complementary approaches to promote hygiene in line with the WASH Cluster Strategic Operational Framework and seasonal public health risks.

 Capacity building

  • Provide support to the recruitment and induction of new PHP staff;
  • Ensure that performance management system is in place and staff’s performance evaluated against the PHP competency framework;
  • Together with PHP TL lead on the development and implementation of capacity building plans related to effective PH programming for different staff grades and teams (e.g.:  EP&R team) using formal and informal training methods;
  • In line with the cluster approach, develop training guidelines for cholera response activities and support the TOT delivery for OGB PHP staff. 
  • Revise previous capacity building activities for community outreach workers and if required plan with the team on initial and refresher trainings (including cross-cutting issues). 
  • Contribute to the joint facilitation of inter-agency training initiatives where appropriate.

 Programme learning and reporting

  • Write regular reports adhering to OGB reporting formats at intervals to be decided by the programme co-ordinator. 
  • Ensure to submit a final report at the end of each deployment.
  • Document and disseminate good practice examples from programme deployments.

 Contributing to programme quality standards

  • Ensure that work aims to meet Sphere Standards and adheres to Oxfam’s emergency  guidelines and protocols
  • Ensure that all work is carried out in a way that is sensitive to community needs and promotes the full and equal participation of women. 
  • Be familiar with and abide by Oxfam`s Code of Conduct and other regulatory codes such    as the Red Cross Code of Conduct, Partners in Aid Code, Oxfam International protocols   and the Inter- agency Field Co-operation Protocol.
  • Contribute to programme reviews and evaluations where appropriate 

SKILLS AND COMPETENCIES

 Essential:

  • Graduate qualification or equivalent in one of the following, or a related discipline: social   sciences, environmental or public health, community development. 
  • Substantial overseas experience of which a considerable part should involve recent experience of Public Heath emergencies. 
  • Ability to work effectively under stress in emergency situations, in a leadership role. Experience of having led or coordinated inter-agency initiatives would be an advantage.
  • Ability to work in a participative way with communities; strong counterpart/ training skills
  • Strong assessment, analytical and planning skills.
  • Experience of task managing small teams and of training and capacity building.
  • Good communication and interpersonal skills. Sensitivity to cultural differences and the ability to work in a variety of cultural contexts and communicate with a diverse range of people.
  • Sound understanding of the importance of gender and participation in programme 

Implementation; sensitive to the needs of displaced and disadvantaged populations.

  • Committed to humanitarian principles and minimum standards for Humanitarian response
  • Good spoken and written English is essential.
