Background
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 30 countries around the world. DRC created a Regional Office in Amman in 2012, but has been operational in the region for more than 10 years, beginning in Iraq since 2003, in Lebanon since 2004, in Syria since 2007 and started working Jordan and Turkey in 2012 and received full registration in both countries in 2013.

DRC has been operating in the MENA Region running a multi-sector programme centred first and foremost around the Syrian displacement axis in what constitutes one of today’s largest and most complex emergencies globally. DRCs long-term regional presence, coordinated from the Regional Office in Amman, enables the populations affected by the Syrian crisis to receive assistance irrespective of where needs may occur. In response to the Syrian crisis, DRC has adopted a flexible, holistic and beneficiary-centric approach to protection, emergency response and future durable solutions for conflict and displacement affected populations. DRC’s overarching theme for the regional intervention is protection - and working to assist underserved caseloads as close to their point of origin as possible.

The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights. DRC works in Turkey through partners by and large, providing intensive capacity building support.

DRC Turkey is looking for a Head of Finance & Administration (HoFA) for the operations in south eastern/southern Turkey to join the Senior Management Team of the program that has an expected annual budget of around $8-10 million. 

As the HoFA, you will also become part of the DRC Finance Network that holds annual network events in Copenhagen and which allows for increased possibilities in terms of career planning within the DRC.

Duties and Responsibilities

• To fulfil all the accounting & administrative tasks assisted by the team while working in close collaboration with the Regional HOFA
• To supervise and manage finance/admin and logistics staff, and provide training and mentoring support to relevant partner staff.
• To assist the Country Director, as part of the Senior Management Team, in ensuring a timely and proper financial management of the programme.

Accounting / Finance
• To monitor the petty cash handled by the finance staff
• To follow up on timely payment of salaries, and all suppliers/partners’ invoices
• To supervise the preparation of vouchers and related invoices’ hardcopies

Reporting
• To prepare the monthly accounting report as required by the DRC Turkey, regional office and HQ 
• To assist the CD in drafting the financial reports to be submitted to the donors
• To maintain a timely and proper organization of the accounting supporting documents into files according to donor requirements

Budget, Financial Management and Control
• To update and share regularly the financial documents, allowing an accurate/timely/safe financial management of the programme
• Implement financial control tools

Management, Monitoring & Capacity Building
• To train, support, supervise and monitor the admin/finance and logistics staff ensuring that HQ/donor procurement guidelines are followed
• To organise the administrative work and distribute administrative tasks
• To report on administrative achievements to the CD

Coordination
• To share and coordinate the admin/finance information with the CD and other senior staff, and attend any internal coordination meetings organized regularly 
• To attend the meetings organized by the donors/NGOs on admin and finance if any
• Fulfill any other duties and tasks as requested by the Country Director.

Qualifications
• Masters Degree in Accounting and/or Finance
• At least 6 years’ professional experience with NGOs, other international agencies or multinational business, preferably 1-2 years within DRC as a HoFA or FAM or in a similar position in another INGO.  
• Good budget development skills – considerable acquaintance with ECHO, DFID, BPRM procedures and guidelines will be considered advantageous  
• Substantial experience with regards to capacity building and mentoring of partners
• Strong information technology skills
• Fluent in written and spoken English. Turkish and/or Arabic language skills are strong advantages.
• Excellent interpersonal and teamwork skills, working with different groups and nationalities and good management skills
• Strong initiative and self-motivated, with a strong commitment to teamwork and humanitarian principles and the ability to multi-task and cope with tight deadlines.
• Flexible, enthusiastic and willingness to learn from others.

Duty station: Antakya-Hatay, Turkey with frequent travel to other DRC and partner offices and project sites
Status: Non-family duty station
Housing: shared accommodations with another DRC colleague
Contract duration: Up to two years
