BACKGROUND:

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. 

 

Present in the Central African Republic since 2006, the IRC is expanding its Country Program (CP) to respond to the ongoing emergency response and develop programs for the early recovery stage in country. The CP is active in 3 locations across the country (Bangui, Bocaranga and Kaga-Bandoro) in the following sectors: Health, Economic Recovery and Development (ERD); including food security, Protection; including Women’s Protection and Empowerment (WPE) and Child and Youth Protection and Development (CYPD). The team is comprised of 15 international staff and approximately 170 national staff.

 

SCOPE OF WORK: The HR Coordinator will lead and facilitate the development of a highly effective, strategic HR function in the country that ensures the country program has the structure, culture and talent needed to deliver on goals and effectively.

Directs and facilitates delivery of HR capacity and infrastructure for efficient and effective services and adaptation of HR initiatives and practices and the project level. Serve as advisor and counsel to maximize staffing resources and performance, ensure economy and efficiency of work processes, and contain institutional risk for the country program.

The HR Coordinator is responsible for managing the HR staff in the country –Sr. HR Officer and Admin Assistants and leads the overall HR functions including country program work force planning, recruitment, staff administration management, staff development, etc. The HR Coordinator reports directly to the Deputy Director for Operations,

 

 

RESPONSIBILITIES:

  • Provide management oversight and leadership to the CP HR Department.
  • Develop and implement a HR strategy for the CP which is in line with the organization's regional, and global goals and objectives.
  • Develop and implement a manpower planning helping the CP to have the needed staff with the right competence on time
  • Devise and implement metrics.
  • Facilitate and coordinate recruitment and selection process according to IRC policies and procedures
  • Coordinate recruitments and orientations/transition of both new/ transferring staff.
  • Review and approve job position requests, and job descriptions Coordinate vacancy posting in internal and external media as appropriate.
  • Coordinate interviews and provide interview outcome summary.
  • Ensure, the tracking system of the recruitment process and compile monthly report on recruitment are maintained.
  • Review all job offers
  • Implementation for IRC's new Global HR Operating Policies and Procedures in the country
  • Oversee HR-related administrative duties and ensure they are compliant with existing legal and government reporting requirements
  • Ensure, File and update of all head office staff personnel and statutory documents and ensure that all staff information are properly kept, updated and confidentially maintained
  • Monitor and coordinate staff contract management.
  • Lead exit management procedure to ensure seamless and positive transition for departing employee
  • On an as needed basis liaise with the local legal counsel on HR issues that requires legal interpretations
  • Manage benefit plans and communicate updates for  project staff
  • Facilitate administration of staff benefits and compensation as stipulated in the HR policies
  • Ensure the process of the monthly HR payroll documentation on timely basis ensuring completeness and accurate documentation
  • Coordinate medical insurance benefits provider selection process
  • Ensure that all insurance forms are accurately filled by new staff
  • Ensure the employee medical insurance eligibility list is current and updated to the Country office HR department.
  • Ensure that all exiting staff clearance forms are submitted before final dues are processed.
  • Coordinate and ensure timely completion of the annual performance evaluation process.
  • Lead all employee relations with professional grace; lead investigations to resolve issues/conflict in the workplace
  • Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements
  • Maintain an effective negotiation process and harmonious employee/employer relationship
  • Advise Project supervisors in determining appropriate disciplinary plans of action
  • Provide monthly and quarterly project HR metrics as required
  • Ensure all Generalist HR activities are carried-out in adherence to these standards
  • Work with the project  Coordinators team to determine workforce needs, identify human resource and competency gaps, and workforce plan
  • Spearhead Project staff communication and employee engagement activities
  • Submit all HR reports or data request on time to the country office HR department.
  • Train and prepare local HR staffs to be able to take the lead of the HR department

 

 

QUALIFICATIONS:

  • Master’s  degree or equivalent in HR management or a related field
  • Minimum 5 years of progressive HR professional experience with a minimum of 3 years as a head of HR department or equivalent education and experience.
  • Experience supervising international and national staff
  • Demonstrated success as an HR generalist supporting employee groups of 300+ employees in multiple locations within the country required.
  • Strong collaborator with effective interpersonal and analytical skills
  • Demonstrated ability to work, manage, and meet competing deadlines in a fast-paced.
  • Aptitude for problem solving decision making and capable of managing conflicting views
  • Superb written and verbal communication skills required.
  • Operational knowledge of Microsoft Office software.
  • Fluency in French and English is required.

 

Specific Security Situation/Housing:

The security situation in the country remains extremely fragile and security concerns require constant vigilance and management. The HR Coordinator will be accommodated at the IRC guess house with other expatriate staffs. The guess house is equipped with electricity, Cable TV/internet, and running water. Household amenities are covered by IRC except daily food costs and personal items.
