Role and Responsibilities

To facilitate the objectives of the assigned Medair Country Programmes, by enabling effective information management and communications, supported by appropriate technology and training.

 

Project Overview

To develop a stable and standardised infrastructure in each of Medair’s field locations, following a well-defined roadmap. Providing daily support to field ICT Managers for procedural guidance and second level technical support to Field ICT Specialists.

Medair Headquarters (HQ) provides operational guidance for country programmes and activities, along with both technical and compassionate support for our relief workers. Within our headquarters, we are also responsible for promoting the work of Medair to the world, to raise and manage the funds needed to run our life-saving and sustaining programmes. Our headquarters teams are also responsible for recruiting international and HQ staff, and like our field teams, we are committed to serve the world’s most vulnerable with practical and compassionate care.

Key Activity Areas

Support and develop strategy towards outsourcing HQ ICT infrastructure  

  • Development of policies, processes and procedures for HQ ICT.
  • Technical support and maintenance for assigned in-house applications, which will not be outsourced.

 

Application, Implementation and Support

  • Provide application support to HQ users.
  • Help research, recommend, implement, and or develop, Field tools for Electronic Data Collection.

 

ICT officer for ICT in assigned country programmes

Oversee implementation and management of field ICT structures in assigned country programmes, supporting ICT management and technical staff in the country programme:

  • Help develop policies, processes and procedures that cover all field ICT programmes.
  • HQ link to field ICT staff.
  • 2nd-level technical support for field ICT.
  • HQ account management for field.

 

Field visits

  • Visit assigned country programmes:
  1. -       to audit ICT management and systems.
  2. -       to train staff.
  3. -       to roll out new developments.
  • Annual visits to each country where systems are working well.
  • Additional and extended implementation and training visits to country programmes where improvements are needed.

 

Qualifications

  • Broad qualification in ICT including theory and practice of computer, server and network management
  • Bachelors Degree in IT / Computer science desirable

 

Languages

  • Strong working knowledge of English (spoken and written)
  • Working knowledge of French (spoken and written) desirable)

 

Experience / Competencies

  • 3 – 5 years’ experience in ICT
  • Good knowledge of Microsoft Windows & Office, Networks, Routing, Firewalls, Windows server management, as well as strong knowledge of Linux Operating Systems
  • Windows 7, MS Windows VM/VS Servers (2008R2), database applications, working on MS / MY SQL desirable
  • Knowledge in Electronic Data Collection using tablets and Open-source tools such as ODK  desirable
  • Analytical and detailed approach to ICT; Good understanding of ICT risks
  • Able to define systems and approaches that are ‘sustainable’
  • Work effectively in a wide variety of situations
  • Servant minded, focussed on needs, not technology
  • Able and willing to work as part of a team, respecting and sensitive to colleagues
  • Able to train and coach others
  • Autonomous, manages own work and resources in an organised way that meets time bound objectives

  • At least one year of professional experience in a relevant field (more experience preferred)
  • Strong working knowledge of English (spoken and written)
  • Working knowledge of French (spoken and written) for French-speaking roles
  • Competent with MS Office Word, Excel, PowerPoint and Outlook
  • Motivated by a spirit of service
  • Solid team player

  • Swiss or eligible EU citizens, or those with a valid work permit for Switzerland, can apply.
  • This is a HQ based position in Lausanne Switzerland, with travel to the field, for approximately 2 trips per year, each lasting approx. 2 weeks.
