As medical coordinator, based in Monrovia, you will:

-Actively participate to the elaboration of MdM Country strategy and emergency and post epidemic response
-Manage all activities provided by MdM France, and supervise the activities are adapted to MdM/Country standards
-Technically supervise and train MdM medical team
-Ensure the monitoring of activities and results through the data collection

You will report to the General Coordinator.

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in 46 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM has scaled up its support to prevent the transmission of Ebola and reduce morbidity and mortality while ensuring a safe environment for MdM staffs.

One of the aim of the next period will be to work on the MdM strategy for the recovery phase. Team in Libéria and Head Quarter are currently discussing about the strategy for this next period. This strategy will be focused on communitary level and primary health care.

Medical activities development and implementation

-Within MdM Liberia team and HQ team, develop MdM strategy especially for medical activities
-Implement medical activities (capacity building for infection control, training of health care workers on international standards, capacity building on reporting and others, pharmacy management, etc.) -Provide technical support to programme staff with the implementation of their ongoing activities
-Supervise the implementation of MdM and partners programme activities
-Ensure different components of the programme are consistent and in link with population needs, the national EVD post epidemic response
-Provide technical recommendations to the MOHSW at the county level to improve social mobilization and community participation, infection control, and provision of health care
-React to any change by adapting the program if necessary (outbreaks, new needs arising, opening of new programs) and ensuring a high quality of programme delivery by MdM
-Ensure medical facilities have the needed equipment, material & drugs to implement their activities

Team management

-Participate and provide technical inputs for the recruitment/selection and training needs of national medical and psychosocial staffs (when required)
-Are in charge of the daily, weekly, monthly planning and objective definition of the medical team
-Emphasize on capacity building of the national medical and psychosocial teams

Coordination with NGOs, international organizations & local associations

-Participate to the different medical and coordination meetings at county, MOHSW and INGOs level
-Represent MdM at Montserrado county and MOHSW level
-Ensure coordination with medical partners & with other partners when needed
-Coordinate and collaborate with other actors to identify gaps in the response, advocate and coordinate for activities to improve the effectiveness of the strategy
-Participate in the development of the general strategy for MdM activities, with the General Coordinator and the team

Monitoring, reporting

-Develop the analysis of the medical data and monitor on a regular basis the different components of the program and set up corrective measures in case of need
-Ensure the supervision of the store keeper/pharmacist, and of the pharmacy (consumptions, orders & inventory) in link with logistic team
-Cooperate with the administration team regarding budgeting related to medical purchases
-Write medical monthly reports & contribute to weekly updates of EVD epidemic situation report
-Participate in the writing of donors activity reports

Medical Doctor or Nurse or Midwife with Master in Public Health or equivalent in experience
Knowledge of epidemiology/data management
Experience in outbreak management and emergency response, surveillance system
Experience with reinforcing infection control in health facilities is an asset
Experience with primary health care and reproductive health programs
Experience in negotiations with local authorities, partners and staff in a critical and stressful context
Experience in capacity building & in working with national and international medical staff
Ability to manage a team
