The role:                                                To support the effective and quality implementation of Oxfam Humanitarian Programme in Myanmar, ensuring its relevance to the local context and compliance with internal and external quality standards. The post will be the primary point of contact for state/township government officials in relation to Oxfam’s work in Kyauk Taw Township for improving Oxfam’s acceptance among the communities and local authorities. The position will be integral in meeting Oxfam’s humanitarian program and advocacy objectives in Rakhine, Myanmar.

KEY RESPONSIBILITIES:

 

Humanitarian Strategy and Advocacy

  • Build and maintain relationships with key stakeholders in Kyauk Taw Townships, including within state and township government, community based organisations (CBOs) and UN/INGOs.
  • Act as the primary point of contact for the government for developing solutions and advocacy points around key humanitarian and development issues
  • Support Rakhine Humanitarian Programme in advocating for more appropriate longer-term solutions to conflict in Rakhine and the resulting displacement, in line with Oxfam’s Humanitarian Advocacy Strategy.
  • Where required, work with the Yangon Policy and Communications and humanitarian/governance teams in to develop national communication strategies and advocacy points.

 

Development and Management of Oxfam GB’s Humanitarian Programme

  • Liaise and coordinate with Sittwe humanitarian team especially with WASH team to plan and implement all humanitarian programme activities focused on WASH initially and in the future development programmes
  • Liaise and coordinate with Sittwe supporting team including finance, admin, HR and logistics to make sure all support services are in place in Kyauk Taw programme.
  • Ensure that all projects are monitored and documented effectively according to programme and project specific indicators and tools, providing evidence of change, quality and accountability and enable team and programme learning
  • Monitor programme budget, revising as necessary and advising senior management of variance and/or deficits
  • Ensure ongoing relevance of the programme, adapting intervention approach/content associated with changes in the context;
  • Ensure that Oxfam’s programmes are in compliance with donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
  • Monitor and evaluate programme work to maintain and/or improve the quality, incorporating learning in the programme and ensuring achievement of desired impact.
  • Actively participate in Performance Management, including own objectives setting, performance review, upward feedback and personal development plans and ensure that each is well supported whilst following the proper implementation of appropriate HR procedures, financial and logistics controls and ensure adherence to Oxfam mandatory procedures;

 

Building effective programme teams

  • Lead Kyauk Taw programme officers in coordinating with local authorities and communities to plan and implement programme activities.
  • Become the focal security person for Kyauk Taw programme to make sure all staff deploy in this area follow all Oxfam security procedures and guidelines.
  • Proactively identify, plan and carry out activities aimed at improving Oxfam’s acceptance among beneficiaries and broader communities in Rakhine State
  • Provide support to Oxfam staff who wish to communicate effectively with stakeholders, including beneficiaries and host communities

 

Humanitarian Preparedness and Response

  • Strengthen Information Management System by identifying reliable sources of information and building networks for early warning;
  • In times of emergencies, provide leadership for emergency response at field level:
  • Coordinate emergency assessment data collection and compilation within the set timeframe;
  • Provide technical and/or management support to the implementation of emergency response projects;
  • Ensure appropriate and high quality documentation throughout the process (sitreps, emergency updates, assessment reports, concept notes, donor reports, etc)
  • Ensure adequate mobilization and use of human and financial resources throughout the process

 

Representation, Networking and Communications:

  • Represent Oxfam before local authorities and communities and in key local meetings, including on humanitarian advocacy issues when necessary and under guidance from the Rakhine Humanitarian Programme Manager and Sittwe humanitarian team.
  • Prepare and give presentations, facilitate meetings and workshops to a wide range of audiences
  • Build and maintain a network of information sources, and use these to keep informed about events in Kyauk Taw and Mrauk.
  • Townships – especially those with security and/or acceptance implications.
  • Support programme teams and partners with advocacy initiatives at project levels and the development of simple and clear messages

 

SKILLS AND COMPETENCE:

 

Essential

  • University degree in relevant fields (social science, development, management, etc)
  • At least 5 years proven experience of managing development and/or disaster management programme, with demonstrated experience of playing a significant role in at least two humanitarian responses.
  • Working experience with NGOs or international development organisation
  • Demonstrated facilitation skills and experience in identifying training needs and leading training programmes
  • Proven experience and ability to work with partners
  • Sound experience in resource management e.g. people, finances, assets.
  • Proven understanding of state and national level governance mechanisms
  • Excellent written and spoken communication skills in English and Myanmar, with the ability to develop concise messages and deliver them in a clear and straightforward manner
  • Willingness to travel (30-40% of total time) to other programme/project areas in Rakhine
  • Excellent representation skills, self-motivated and able to independently solve problems
  • Well developed computer literacy including experience of using MS office application (Word, Excel, Access and PowerPoint),

 

Desirable

  • Training on Disaster Preparedness/Emergency Response
  • Experience with DRR/CCA programming
  • Experience in humanitarian protection an advantage
  • Ability to travel including within Rakhine State and in Myanmar
  • Ability to work in a team on different projects, often under pressure
