IRC is present in Eastern Chad since 2004, providing support to Sudanese refugees (and host communities) in 3 camps located near Hadjer Hadid & Amdjarass town, providing services in the field of Health, Reproductive Health, Nutrition, EH & Education. IRC launched a health intervention in the Bahr El Gazal region in October 2010 (following a severe drought) and another health program in May 2011 in Faya (Borkou region) to support the Chadian migrants coming back to Chad after the war in Libya. Since September 3rd 2011, the IRC has been implementing an emergency cholera response in Abeche town, Eastern Chad. IRC started to respond in April 2012 to the drought in the Guera Region, central Chad, through a nutrition intervention. Since January 2014, IRC has been responding to the influx of refugees and Chadian returnees from CAR by providing health, nutrition, WASH and education services.

 

 

 

SCOPE OF WORK:

 

Based in Goré , under the supervision of the Field/Emergency Coordinator who will be based in Sarh/Maro, the Senior Health Manager will be responsible for managing the overall health intervention: Public Health, Reproductive health, Nutrition, WASH and HIV-AIDS in Goré, Kobiteye, Djako sites. This position will directly manage ten (11) health staff members (Reproductive Health Manager assistant, 2 Assistants Nutrition Health Manager, 2 camp national doctors, one Health Information officer, 2 clinic supervisors and one pharmacist ). S/he will be expected to undertake the following duties with the technical support from the IRC Chad Health Coordinator/Nutrition Coordinator, based in Ndjamena:

 

 

 

 RESPONSIBILITIES:

 

Coordination and Program Oversight

 

-           Plan and coordinate IRC health interventions in the Goré hospital, Kobiteye and Djako returnee sites based health facilities and the surrounding areas.

 

-           Collaborate with other departments & other partners to monitor the health situation in the region, prepare for and respond to disease outbreaks.

 

-           Ensure all stakeholders, including IRC Chad Health Coordinator, Nutrition Coordinator and the Deputy Director Programs, are provided with updates, following established reporting structures.

 

 

 

Technical monitoring and Program Quality

 

-           Provide technical monitoring by reporting on a monthly basis the IRC minimum indicators to the Health Coordinator/Field Coordinator and Monthly Indicator Progress (MIP) reports to the Design Monitoring & Evaluation /Grants Manager.

 

-           Provide technical supervision of, and technical support to IRC health, Nutrition and GBV activities.

 

-           Ensure that health programs utilize standardized protocols, policies and guidelines, as prescribed by the Ministry of Health and WHO.

 

-           Ensure that all health activities are consistent with established best practices in quality of care.

 

-           Oversee the collection and timely reporting of data and statistics for all programs in line with IRC Research Evaluation and Learning guidelines and according to internal and donor requirements.

 

-           Ensure appropriate follow-up and decision-making based on data relevant to IRC health programs.

 

-           Monitor quality control for medical logistics.

 

-           Responsible for timely preparation and approval of all medical orders.

 

-           Ensure that medical stocks are sufficient and the drugs are stored and used correctly.

 

-           Ensuring effective referral and counter-referral systems are in place between primary and secondary health care facilities.

 

 

 

Financial Management

 

-           Develop expenditure and procurement plans to guide implementation of approved grants. Guide all the technical staff in the implementation of the plans, ensuring that IRC donor rules and regulations are followed.

 

-           Review Budget vs. Actuals on a monthly basis with operation staff & Grants Manager, identifying and proposing solutions to rectify any disparities from planned expenditure.

 

 

 

Strategic Planning

 

-           Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary.

 

-           In collaboration with the Health Coordinator, the Health Technical Unit and the DDP, contribute to the design of a Country Health Strategy, in line with the Country Program Strategic Plan.

 

 

 

Staff Management and Development

 

-           Manage and supervise the Reproductive Health manager (international staff) as well as other national health staff.

 

-           Set Performance Objectives for direct reports and monitor their performance through regular evaluations and annual performance evaluations.

 

-           Work with Field Coordinator to identify national staff skill sets, and develop capacity-building plans accordingly.

 

-           Assist the Field Coordinator and the Health Coordinator in identifying recruitment requirements, developing terms of reference and interviewing candidates for the Health team

 

 

 

REQUIREMENTS:

 

-           Medical Doctor, a MPH diploma preferred;

 

-           Five years professional experience managing health programs, experience working in refugee/Internal Displaced population (IDP) camps is an advantage + experience working with Ministries of Health is also an advantage/asset

 

-           International experience, with preference in Africa

 

-            excellent management skills;

 

-           Excellent supervisory skills;

 

-           Experience developing staff capacity;

 

-           Experience conducting assessments, preferably using participatory approaches;

 

-           Experience working in a multi-cultural setting;

 

-           Ability to write clear and concise reports and proposals and to meet required reporting deadlines;

 

-           Able to work independently while being a strong team player;

 

-           Creates and encourages a climate of team-working and collaboration in a multi-cultural environment;

 

-           Competence with Windows, Microsoft Office;

 

-           Previous experience working with international partners, in particular UNHCR, ECHO and BPRM and other UN bodies;

 

-           Proficient French (both spoken and written) and English is required;

 

-           Ability to live in harsh living conditions.

 

-           This is an “unaccompanied” position.
