The Deputy General Coordinator supports the General Coordinator in the supervision and coordination of the projects implemented by MdM in Myanmar. He supports the project teams for planning, monitoring and adjustment of project activities, as well as programme design and strategy.

The Deputy General Coordinator is part of the Coordination Team, and can act as General Coordinator in case of absence. He can also support specifically the Field teams in case of absence of the Field Coordinators.

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM has been operating in Myanmar since 1994. Its main programme delivers comprehensive Harm Reduction and HIV/AIDS prevention and care focusing on the high risk groups of Drug Users (Kachin State), Female Sex Workers and Men having Sex with Men (Yangoon area). In addition, MdM is implementing, in partnership with the Ministry of Health, a Mother and Child Health programme in the Irrawaddy Delta and recently completed an emergency programme to support the provision of basic health services in IDP camps in Kachin State.

PROGRAMME COORDINATION

- He is in charge of supporting the field coordinators in their planning and supervision role: work together to set plans of activities, monitor and report achievements

- He leads evaluation missions concerning the activities and the organization, with frequent field visits

- He leads the development of new programme components and/or new projects, in line with the country long term strategy (including cooperation with local partners)

DONOR COORDINATION AND REPRESENTATION

- He is the primary contact point with donors (currently 3MDG, Global Fund, AFD, WFP), ensuring timely and qualitative submission of donor required documentation, organization of donor visits, negotiation of programme adjustments, etc.

- In close coordination with the General Coordinator, he represents MdM at country level toward government authorities, NGOs, UN agencies and other external actors

- He can be called upon to assist the General Coordinator or represent MdM in relation to legal affairs

- He will act as General Coordinator upon specific delegation or in case of absence of General Coordinator

REPORTING AND COMMUNICATION

- He is responsible for organizing and quality checking narrative reports to donors

- He ensures that the monitoring and evaluation systems inform programme management decisions (particularly target achievements)

- He identifies potential quality gaps in the projects (partnerships, beneficiary and community participation, quality of relations with beneficiaries, elements of sustainability) and proposes mitigation measures

TEAM MANAGEMENT

- He maintains close functional links with the field coordinators and other mission level coordinators

- He supports the Field Coordinators in their staff management, capacity building and team organization

- He takes part in recruitment process, training and evaluation of key programme staff

Extensive experience with an international NGO at coordination level, managing projects, preferably within the health sector.
Previous experience of project planning and budget holding; proposal and report writing
Knowledge and understanding of project management tools (logical framework analysis, project cycle management, objectives and indicators...)
Supportive management style (experience managing national and expatriate staff)
Good representation and writing skills
Experience in multi-donor's project management
Knowledge of the Region and/or context
Ability to work under a minimum of supervision
Reactivity, anticipation, adptability, capacity to take initiatives
Strong problem solving and organisational skills
Ability to classify and to manage priorities
Listening and diplomacy skills
Team spirit
Capacity to work and to live in a multicultural environment
Languages: Fluent English
