CARE is seeking a Deputy Regional Director, South Sudan Emergency Response (DRD-SSER) to provide and coordinate support to CARE South Sudan in the full range of program and program support services, particularly focusing on proposal and program development, providing coverage for senior staff (CD, ACDs), serving as the CO’s main liaison with CI members and CEG to coordinate support and communications from and with the broader CARE organization in support to the response to the Type 4 conflict emergency in South Sudan.

The DRD South Sudan will directly assist the Country Office Team with regard to strategic initiatives as well as operational matters. S/he will work with the CO SMT to coordinate and draw upon the delivery of CARE resources, from CARE USA as well as CI and CEG. The DRD-SSER will provide support to program design, planning and budgeting; assist with identifying means to increase cost recovery, strengthen program quality, compliance and accountability. S/he will also be called upon to represent CARE at key meetings in country and/or regionally, as agreed with the Country Director.  S/he will draw upon work already done, such as the AAR, management review and emergency strategy.The DRD South Sudan  will also help to increase the quality and effectiveness of CARE’s emergency response within the country office and support the ongoing analysis and management of risks (financial in particular) to the organisation to ensure operational viability in a volatile and changing environment.

The DRDE will report to the RD and work as a partner and supporter of the CD SS to agree and follow up on priority actions.  In country, when the CD is present, the DRD-E will report to the CD in terms of security, logistics and other matters, and work to a jointly agreed set of priorities.

Primary Skills:
•Bachelors/Masters Degree in related field
•10 years in senior management position in development field with specific experience in emergency response context
•Understanding of range of CARE systems and ways of working.
•CI coordination / liaison experience
•Prior involvement in emergency response in South Sudan and/or the region
•Demonstrated experience in leading strategic and operational planning
•Demonstrated leadership and management skills in a very complex international setting
•Extensive conceptual skills including strategic analysis
•Demonstrated experience in program design, implementation and evaluation
•Experience in emergency related programming in volatile/dynamic environments
•Demonstrated leadership and interpersonal skills
•Ability and interest to coach and develop staff
•Experience with performance management
•Strong representation and negotiation skills
•Demonstrated use of positive coping strategies in stressful environments
•Demostrated cross cultural communication skills
•Knowledge and experience with financial management as demonstrated by:
•Ability to manage a complex budget
•Follow-up on internal and external audit recommendations
•Donor compliance and reporting
•Ability to promote a learning culture 
•Experience in successfully managing institutional partnerships with national and international NGOs
•Experience in establishing and maintaining collaborative relationships with donors and government counterparts as well as multi laterals.
•Experience and knowledge of operationalizing a rights-based approach
•Experience in development of program support systems and operational procedures
•Experience with management of a diverse workforce
•Demonstrated experience with proposal development with range of international donors (i.e OFDA, FFP, DFATD, ECHO, DFID,UN)
•Experience and skills in organizational change processes
