The CARE USA Annual Operating Plan identifies Food and Nutrition Security as one of two priority focus areas. The Unit collaborates with national and global partners in generating, sharing and applying best practices to address food insecurity and malnutrition and to promote equity and empowerment to maximize global impact on poverty, social justice and well-being for the most marginalized people. The Nutrition Plus team leads CARE’s efforts in Nutrition programming, both nutrition-specific and nutrition-sensitive, emphasizing the importance of nutrition not only as a single intervention but also as part of integrated programming with food security,WASH, humanitarian assistance, maternal and child health, early childhood development, and all aspects of women’s empowerment. As such, nutrition is critical to the broad range of development outcomes.

The Nutrition Plus team thus leads integrated nutrition-specific programs that combine nutrition-sensitive approaches and address inter-relationships between underlying social and structural causes of poverty, gender inequities and malnutrition, incorporating women’s and community empowerment approaches to catalyze scalable and sustainable change. It furthermore supports other, nutrition-sensitive programs with technical assistance for the integration of nutrition-specific approaches as well as for enhancing nutrition-sensitivity in other types of programs.

The Senior Technical Advisor (STA) will assist in providing nutrition-related program design and implementation support to Country Office teams and coordinate HQ technical support for monitoring and evaluation and knowledge management. The STA will also collaborate with other FNS teams to promote knowledge sharing.

The Senior Technical Advisor’s primary responsibilities include collaborating with designated country offices and providing country specific support and expertise. He/She will liaise with country offices and ensure effective, actionable M&E to ensure that CO program M&E plans and systems are rigorous and appropriate, and that learning from CO programs is captured and disseminated. The STA will also support HQ and CO report preparation and proposal development, and budget management.

The Nutrition Team also provides technical support to other CARE USA programs, especially within the Food and Nutrition Security Unit. The STA also will provide program design and implementation support to HQ and CO teams from these programs, with occasional travel to COs in this role.

The STA will be knowledgable of global trends and best practices in Nutrition and integrated programming, and well as in Monitoring, Evaluation and Learning, especially in the use of technology to improve MEL effectiveness. S/he will apply this knowledge by providing input into the design of new initiatives and updating existing approaches, fostering innovation and strengthening overall technical quality. S/he will place a strong emphasis on capacity building of CO teams and will support learning across countries.

Primary Responsibilities:

  • Design, backstopping and monitoring of Nutrition Programming implemented through country offices
  • Promoting cutting-edge Monitoring, Evaluation and Learning (MEL) for Nutrition
  • General Participation in Food and Nutrition Security (FNS)
  • Resource mobilization
  • Expansion of nutrition approaches within CARE Village Savings and Loans Association (VSLA) Programming
  • Perform other duties as assigned

Primary Skills:

  • Master’s degree in public health or nutrition (or other relevant health specialization)
  • Ability to speak French is a plus
  • 3 - 5 years experience working in nutrition, health or food security programming with a rights based organization
  • At least two years programming experience (resident) in a low-income country
  • Knowledge of community based approaches for program design and implementation
  • Knowledge of electronic data collection/reporting systems and willingness to stay current with developments in this area.
  • Familiarity with gender and empowerment programming
  • Excellent team work and interpersonal skills
  • Good organizational skills
  • Detail orientation
