Job Purpose:

To coordinate the implementation of Concern Sudan’s BRACED Programme in Darfur which includes Health and Livelihoods sectors over three programme areas in West Darfur, in conjunction with a national partner responsible for programmes in North and South Darfur.

Main Duties & Responsibilities:

Programme Implementation

  • Oversee the implementation of all elements of the BRACED programme within the agreed      plans and budgets
  • Identify specific training and support needs of programme      staff and ensure all relevant training is provided with demonstrable      results.
  • Ensure all relevant staff are fully briefed on the BRACED      programme’s aims and objectives, activity plans, M&E plans and donor      requirements.
  • Develop and manage relationships with local implementing      partners
  • Work in liaison with project partners and stakeholders including      Government of Sudan, other INGOs and nationals NGOs working in resilience      and in planned pieces of work related to the BRACED programme, providing      information and support during field visits and responding to queries as      necessary.
  • If required in the future, support senior management      in selection of new potential target areas for programme      intervention
  • Ensure quality baseline, endline and monitoring      information is collected in a timely fashion
  • Ensure that monitoring & evaluation plans      addressing impact of programme      interventions are developed and implemented
  • Track and manage all budgets allocated to the BRACED      programme in West Darfur
  • Regularly brief the ACD/CD on progress and challenges.
  • Visit all programme areas in including rural areas of West      Darfur, South and North Darfur

 

Financial Management

  • In conjunction with the Area Managers, Project Head and      ACD, plan and prepare detailed programme budgets and budget revisions
  • Track and manage all finances allocated to the BRACED      programme
  • Monitor the monthly expenditure of the BRACED programme      budgets
  • On a monthly basis, in conjunction with project managers      and budget holders, monitor under and over spending in each budget, advise      the ACD and the finance department of any variances and recommend solutions     
  • Work with each budget holder and ensure that an accurate      cash forecast is submitted to the CFC
  • Report any suspected and actual financial irregularities      or other fraud incidents.

 

Logistics Management

  • Ensure logistics procedures are being followed across      procurement, warehousing and vehicle management related to the BRACED      programme
  • Ensure the programme has timely and accurate procurement      plans in place and are being adhered to.

HR

  • Manage programme staff as required, and highlight any HR      issues to the HR manager and ACD as necessary.
  • Assist with the recruitment of national staff for the      BRACED programme
  • Where relevant, be responsible for staff development,      coaching and mentoring to enhance the capacity.
  • Ensure that direct report staff have a PDR at least once a      year and set goals and objectives.
  • Plan staff leave to suit programmes and staff members
  • Identify needs and organize relevant training to meet      identified needs in collaboration with the       ACD/HR
  • Ensure Concern policies and guidelines are adhered to by      staff and local partners e.g. P4

 

Reporting

  • Provide internal monthly reports to ACD
  • Develop and write high standard programme update reports      as required and ensure reports meet donor standards and requirements

 

Monitoring & Evaluation

  • Liaise with CCU M&E Advisor and representatives of      Consortium members as required on all M&E issues, including baseline,      mid-line, endline surveys and evaluation.
  • Ensure M&E is incorporated into programme plans and monitoring      tools are in place and implemented

 

 

PERSON SPECIFICATION

ESSENTIAL Education, Qualifications & Experience Required:

  • Relevant degree (agricultural, rural development)
  • Relevant overseas experience in development fields at      Programme Coordinator/ Management level
  • Strong leadership      and Person management skills
  • Experience in Monitoring and Evaluation techniques
  • Some financial management skills

 

DESIRABLE Education, Qualifications & Experience Required:

  • Masters in relevant discipline (community/rural development,      equality etc.)
  • Previous      experience working in the livelihoods, agriculture, natural resource      management, literacy sectors
