For over a decade, CAR has suffered from a multi-faceted crisis marked by chronic poverty, political instability, and violence. In December 2012, the Seleka rebel alliance took control over much of the country and, after a short period of attempted negotiations and peace talks, carried out a coup d’état in late March 2013.  Since then, public services, governmental offices, police and military forces, schools, health provisions, and other services have come to a standstill.  The planting season was heavily disrupted in a country with 80% of the population involved in agricultural work and protection issues are having a cross-cutting impact on all sectors.  As a result, the chronic humanitarian needs facing CAR have become acute in many parts of the country requiring immediate and intensive humanitarian action to respond to the multi-sectoral needs at hand.
 
SCOPE OF WORK:
The IRC will begin a new Protection and Women’s Protection and Empowerment (WPE) program in of north-western CAR which provides direct service provision as well as working with local partners to establish sustainable protection/women’s protection and empowerment response. The program will be implemented in Nana Gribizi and Ouham prefectures and the Protection/WPE Program Manager is expected to lead the management and reporting of the project as well as contribute to the development of additional funding opportunities to ensure the expansion and continuation of protection and women’s empowerment programming in CAR.

The Protection/WPE Program Manager will be based in Kaga Bandoro and to the Area Program Coordinator who manages the Kaga Bandoro base.  S/he will be responsible for supervising a team of 8 to 10 WPE and protection national staff.  S/he will also work closely with other staff working on the same grant as well as with the Grant Manager to draft and finalize donor reports and new proposals for continued and/or additional funding.

Responsibilities
* Program Implementation and Quality Assurance:
 - Ensure that all interventions are technically sound in meeting the needs of targeted groups and affected communities in liaison with the technical units working on this project.
 - Work with local partners to ensure quality medical, legal, and community re-integration services for GBV survivors and others impacted by protection issues are operational.
 - Responsible for implementation of all activities as detailed in the project proposal and workplan in line with best practices;
 - Liaison with other INGOs in the area- MSF and DRC- to ensure referral pathways for survivors are established and are safe;
 - Takes the lead on producing succinct and analytical monthly protection reports (per area), highlighting key protection issues and analyzing trends identified from protection monitoring activities
 - strategies for improving data collection together with the M&E focal point?.
 - Provides a human rights “lens” on all protection monitoring reporting, assisting to ensure reporting is grounded in human rights law, refugee law, Sphere standards, and the Guiding Principles on Internal Displacement.
 - Develops Guidance on community-based approaches to organize protection responses for field teams, in line with best industry standards and GBV best practices;
 - Support field teams in community organization and mobilization, assist field teams in analyzing existing protection responses and support in enhancing their effectiveness
 - Coordinates closely with other sector programs involving the same target groups and regions.
 - Work closely with both the G&R and WPE technical units to support technical quality of the implementation

* Program Monitoring and Evaluation:
 - Strengthen the monitoring and evaluation system to capture overall program progress and ensure that data is consistently collected and analyzed.
 - Work with the G&R and WPE technical units to ensure tools and systems are in place to report against project progress

* Proposal Development and Grants Management:
 - Strategically manages multiple budgets to meet the project goals
 - Support the Bangui – based Grants Manager in the development of proposals that reflect the sector strategy and that respond to emerging needs.
 - Collaborate efficiently with the Grants Unit, Finance and Technical Units on proposal development and grant modifications, as well as for timely development of quality grant reports.
 - Ensure compliance with donor rules and regulations as pertinent to this program

* Human Resources:
 - Supervises and manages the CAR Protection/WPE team through timely use of the IRC PME system, mentoring and capacity building.
 - Provides on-going direct supervision of Protection/WPE staff, including assisting in the development of individual work plans.
 - Assesses the training and capacity building needs, and design and implement professional development plans for staff.
 - Coordinate closely with the Field Coordinators in Bocaranga, Logistics and other relevant departments to ensure compliance with security policies and procedures as well as timely exchange of information about the security context.

* Representation and Advocacy:
 - Promotes inter-agency and multi-sectoral collaboration in protection prevention and response in all IRC program sites and actively engage in protection and GBV-related inter-agency coordination;
 - Contributes to IRC’s local, national and international advocacy efforts
 - Facilitates media opportunities where opportunities arise in line with IRC’s advocacy strategy. strengthen partner capacity for effective advocacy.
 - Liaises with local partners on program activities, including on Human Rights Trainings and Capacity Building
 - Develops and maintains effective working relationships with UNHCR, INGO, government authorities, and other key stakeholders to ensure active coordination, collaboration, and information dissemination.

* Strategic Planning:
 - Actively contributes to the broader IRC CAR strategic planning process and
 - Works collaboratively with country level program leadership, the Protection/WPE program; and technical units to develop a broad protection sector strategy in CAR.

REQUIREMENTS
* Advanced University Degree in Social Sciences, International Relations, Human Rights, Law or related field. Knowledge of Human rights Law, International Humanitarian law, Refugee law and GPID essential”Minimum of 3 yrs related program management experience in developing country; direct services experience preferred
* Minimum two years of protection-related program experience, including project supervision.
* Experience in Africa
* Community organization/mobilization skills preferred
* xcellent management, project planning, organizational, interpersonal, and communication skills.
* Excellent written and spoken French; strong English preferred.
* Strong budget management ability, ideally with sub-grant award funding.
* Experience working with capacity building of local NGOs and sub-grant award system
* Academic and/or practical experience in designing and implementing training program for adults.

SPECIFIC SECURITY SITUATION/HOUSING:
* Housing is a private room in a shared guesthouse which has all basic amenities including internet.
