Background

IRC is one of the only humanitarian organizations to maintain an independent Women’s Protection and Empowerment (WPE) Technical Unit. This team of experts ensures that IRC’s programs adhere to the principles of best practice and promote the ongoing evolution of knowledge and practice in the prevention of and response to violence against women and girls. Together, the WPE Technical Unit supports 23 country programs working in partnership with communities and institutions to promote and protect women’s and girls’ human rights through gender equality and to meet the safety, health, psychosocial and justice needs of gender-based violence survivors.  

 

SCOPE OF WORK

The Service Delivery Specialist will inform the strategic direction of the IRC WPE’s response framework and strategies. The Service Delivery Specialist is specifically responsible for supporting an interagency effort (in consultation and collaboration with UNFPA, UNHCR, and UNICEF, among other NGO partners) to develop a case management toolkit for inter-agency endorsement, providing targeted technical support to IRC field programs based off the toolkit, and supporting the inter-agency GBV capacity building consultants in the development, testing rollout of the toolkit. This includes providing on-site and remote technical support and training to field-based practitioners and developing a system to maintain ongoing internal agency training support needs. This position is also responsible for feeding into and supporting on-going research and learning efforts on the case management resources.

 

This position reports to the WPE Senior Technical Advisor and is based in IRC New York Headquarters with upwards of 35% travel (can be up to 4 weeks at a time) to the field to provide technical support and conduct capacity building and training activities.

 

Main responsibilities include:

  • Intervention Resource Development  
    • Develop a globally-endorsed, field tested Case Management Toolkit (CMTK) for female survivors of gender-based violence
    • Work closely with the IRC GBVIMS Specialist on forms that can be supported by the GBVIMS current system and future PRIMERO adaption
    • Establish a protocol and process for leading the inter-agency review and endorsement of the Case Management Toolkit 
    • Edit, translate and design Case Management Toolkit for public consumption.
  • Field Support: Training and Capacity Building
    • Pilot test the draft case management toolkit guidelines and tools in two field sites (this includes training actors on the tools and guidelines; monitoring implementing; and gathering data)
    • Integrate adaptions from pilot testing into case management resources.
    • Plan and implement country specific implementation support. This includes identifying pre-implementation support needs; on-site capacity building and training; and post training support.
    • Provide on-site and remote technical support and capacity building to IRC country teams and partner agencies on the case management toolkit and steps for implementation
    • Direct the inter-agency GBV capacity building consultants in  supporting the development, testing and of the case management toolkit.
  • Interagency Collaboration and Dissemination
    • Maintain regular communication with interagency partners (UNFPA, UNICEF, UNHCR and sister organizations) and collaborators on this project.
    • Work with WPE STA to develop a visibility plan to highlight the case management toolkit and ensure practitioners are aware of and utilizing the resource.
    • Lead the inter-agency process of dissemination of the globally-endorsed Case Management Toolkit widely among humanitarian actors
    • Present the case management toolkit throughout the wider community, including at learning sessions at the GBV AoR, Interaction and through online networks.
  • Other
    • Work closely with WPE technical team members on developing a case management protocol specific to IRC’s plans for evaluating the effectiveness of case management.
    • Manage WPE’s response resources, internally and externally, to ensure access to programmatic resources for WPE technical unit, field staff, and external colleagues.
    • Prepare donor progress reports and manage donor budgets supporting the case management resource development work.
    • Support new business development and feed into proposals as appropriate.

 

REQUIREMENTS FOR THIS POSITION

  • MA in social work or other related field.
  • 5 years experience in humanitarian, development or similar organizations with direct experience working on gender-based violence response (e.g. case management) programming.
  • Demonstrated ability to create guidelines and training manuals, with direct training and facilitation experience.
  • Excellent oral and written communication, including proven success communicating in challenging and cross-cultural contexts.
  • Demonstrated ability to engage in research and evaluation methodologies.
  • Highly organized and self-motivated, able to work efficiently on his/her own
  • French language proficiency desired
