SCOPE OF WORK:

The Coordinator is responsible for coordinating all aspects of IRC’s Health program in Lofa County. He/she and will manage and lead on the health related projects assisting the Heads of Office in Zorzor Districts.  He/she will be resposnsible for managing implementation of all project activities; these include ensuring logistical, administrative and financial activities are conducted in order and as per international standards. He/She will liase with all relevant stakeholders and partners, including leadership at health facilities, county and district health authorities, national and international NGOs and international agencies. 

 

Responsibilities

  • Project Implementation & Planning:
    • Directly responsible for all project cycle management processes including: participation, preparation and execution of workplans, organizing training and staff capacity, budget and actual expenditure analysis, and other monthly planning as required (travel, spending, and activities).
    • Ensure the project staff adheres to IRC logistics and finance policies and procedures.
    • Manage and monitor monthly project expenditure and track budgets to ensure that all spending is in line with approved budgets.
    • Develop monthly project spending plan and cash forecasts to be submitted to the Financial Controller
    • Ensure project goals and objectives are met within timeline and budget and ensuring high quality.
    • Immediately identify, propose and implement in coordination and consultation with the Senior Health Coordinator corrective actions to ensure project meets objectives and achieves indicators.
  • Project Monitoring and Evaluation:
    • Ensure regular site visits in conjunction with IRC health team to ensure high quality health service delivery and adherence to national protocols and guidelines.
    • Monitor project stock and inventory in coordination with logistics department.
    • Develop and implement project procurement plans and in coordination with logistics department ensure on time delivery of all goods and services.
  • Human Resources Management
    • Supervise the health project staff and ensure regular performance evaluations and job description reviews are carried out.
    • Participate in national recruitment of project staff.
    • Provide leadership, promote professional working relationships, conflict resolution, and manage project staff effectively.
  • Partner Management
    • Serve as the main focal person in the field for the IRC’s implementing partners and regularly meet and coordinate with partners.
    • Review partner activities, expenditures and achievements regularly and monitor performance or partner to achieve the set project’s objectives.
  • Reporting and Project Development
    • Produce IRC and donor reports as per set schedules (monthly, quarterly and annually) about project activities, indicators and achievements.
    • Assess possibilities for future health interventions and contribute to donor concepts and proposals, including budgets, when required.
  • Representation and Communication
    • In coordination with the country management team, the Project Coordinator will ensure liaison, coordination, and information sharing activities with national NGOs, international organizations, donors and Government of Liberia’s Ministry of Health and Social Welfare at County and District levels are performed.
    • The Coordinator  will ensure that beneficiaries accountability is respected and that local communities opinions and view are included in project design and implementation.
  • Other duties
    • The Project coordinator will be responsible for safety and security of his or hers team and will liaise with all relevant bodies to monitor security evolution and changes.
    • Other duties as per required by the Deputy/ Country Director.

 

REQUIREMENTS:

  • Health professional with Masters in Public Health and/or related field.
  • At least 3-6 years relevant experience managing (designing and implementing) Health programs; preferably in an emergency/complex humanitarian context.
  • Experience in situation analysis, assessments and program design.
  • Excellent computer skills.
  • Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people.
  • Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities.
  • Strong communication skills, with excellent written and spoken English. 

 

WORK ENVIRNOMENT:

  • The security situation in Liberia remains unpredictable. Candidates may expect periods of insecurity, restrictions in field travel, and high levels of volatility in the operating environment.
