The role

1 Desk review

To conduct a comprehensive and analytical literature review of the IGVGD programme from a child-focused perspective, specifically with a view to extending the intervention to adolescent girls aged 14 – 19 years old. The review should provide insight into the current situation, outlining the strengths, weaknesses, and potential for expansion within the context of the proposed NSPS and budgeting arrangements.

2 Feasibility study

The objective of the review is also to combine this analysis of the IGVGD with review of existing SCiB programming which targets adolescent girls’ empowerment in order to conduct a feasibility study. The feasibility study should aim to determine the potential, merits, challenges, and alternative avenues for better including adolescent girls within the overall national safety net. Together, these elements with inform a focused advocacy approach for more resource mobilization in order to better address youth poverty and disempowerment.

Deliverables

  1. A Report written in English

    The Report should comprise two key sections. The first section should include a précis and analysis of the IGVGD (including relevant project documents), its place within the existing social protection framework and proposed National Social Protection Strategy.

    The second section of the Report should be essentially a feasibility study, setting out specific entry points and recommendations for whether and if so, how, adolescent girls aged 14 – 19 years old can be most meaningfully included and targeted through the existing social protection framework. This may include extending IGVGD intervention to include them as beneficiaries. The study should include a project document review from SCiB projects such as Tanisha and Kishoree Kontho which focus on adolescent girls’ empowerment, and offer suggestions about how these can inform, if appropriate, a proposal to extend the IGVGD to adolescent girls. Most importantly, the study should provide recommendations regarding how best to advocate for better inclusion of adolescent girls in the overarching social safety net, and for increased resource mobilization for this purpose. Such recommendations should include alternative options if it is concluded that such a proposal is not feasible, or too limited.

    In sum, the Report should address the present status of the IGVGD, gaps and recommendations for future interventions, including suitable implementation methodology, appropriate structures for the project success, and possible sustainability strategy. The Report should also offer other / alternative potential and workable entry points for better including adolescent girls within the existing / proposed social protection framework.

  2. Presentation of Report to CRG team at a Workshop

    The Report should be presented to the SCiB Child Rights Governance team, and any other interested staff from SCiB.

    The Workshop should focus on how to use the Report for advocacy to the MoWCA about extending the IGVGD intervention to adolescent girls.


Qualifications and experience

The consultant should have:

  • Proven experience in social policy and development, social security, or social protection, especially child-focused social protection;

  • Proven experience in conducting desk-based and field research, and writing and submitting reports to a high technical standard;

  • Excellent written and spoken English; AND

  • Good time management skills.

  • NB: Prior knowledge of public finance management and the budget-making process in Bangladesh; AND/OR

  • Previous experience working in Bangladesh, especially with government officials, is desirable.
