The Deputy Director Programmes (DDP) for North Syria is responsible for overseeing CARE’s program work for North Syria and ensures that the program contributes to CARE’s vision & mission. S/he oversees our sectoral program management team and day to day program operations, reporting directly to the North Syria Area Director. The DDP is expected to provide strategic leadership in the areas of program development, implementation and adjustment of CARE’s North Syria program portfolio.

CARE operates a remotely-managed program into North Syria with a strategic focus on:

  • Emergency Response and provision humanitarian assistance (WASH, NFIs);
  • Resilience centered programming with a key focus on livelihoods;
  • Gender and protection;
  • Primary health and Sexually and reproductive health program; and
  • Strengthening the capacity of Syrian civil society.

The program works with Syrian implementing partners and has reached over more than half a million people since 2013. Monitoring is done through a third party and consultants contracted in North Syria.

The position is expected to provide strong leadership and technical expertise on program design and implementation; ensuring that the North Syria hub has a robust and diverse donor funding base and that programs are implemented fulfilling high quality standards, delivering to the desired impact.

S/he manages a team of professionals focused on the design, funding, implementation of programs and projects, with a particular focus on emergency programs to meet immediate humanitarian needs, as well as, medium-term programming that effectively addresses the food security and livelihood needs of the population caught in the conflict (displaced and host community alike). S/he must also ensure that systems, policies, procedures and people are in place to ensure the proper management and implementation of those projects and programs.

The DDP will lead the development, testing and implementation of new innovative program approaches appropriate for the context of North Syria that is highly fluid. S/he works closely with the Head of Program for CARE Syria and the Program Quality Unit, which will provide support in areas of M&E, partnership and strategy. S/he will guide ongoing M&E work as needed for programming in consultation with PQ. S/he also works closely with, and is supported by the program units at CI, regional and CARE USA HQ levels, as well as with other interested CARE International members.

The DDP is a key member of the North Syria Senior Management Team and as such is responsible for leading and supporting key leadership and management initiatives. S/he is responsible for (along with the Area Director) coordinating work streams with the CARE Syria Country Office currently based in Amman and maintaining good working relationships with the various associated hubs. He/she is expected to line manage the sectoral program managers in situ or remotely, interfaces and represents CARE with donors, peer agencies and implementing partners. S/he may be required to become Acting Area Director when the Area Director is out of the country. S/he will also provide support to safety and security management of the program, ensuring in collaboration with the safety and security coordinator that the program is implemented in an accountable fashion, without unduly putting at risks partners, consultants or staff.

Qualifications:

  • Bachelor’s Degree in related field
  • Demonstrated experience in leading strategic and operational planning in conflict context.
  • Extensive conceptual skills including development of viable program strategies
  • Demonstrated ability to manage multiple donor budgets concurrently
  • Experience in establishing and maintaining collaborative relationships with donors, UN and government counterparts.
