CARE began operations in Mozambique in 1984 with emergency assistance and food distribution for people who were affected by the protracted war between government and rebel forces.

From 1990 to 1994, CARE expanded its project portfolio to include disaster recovery and development activities.

In our six-year country strategy (2014-2020) for Mozambique, CARE seeks to fight poverty and improve food and nutrition security by empowering women and girls to exercise their rights.

Tropical Cyclone Dineo made landfall in the afternoon of February 15th causing major damages in several districts of Inhambane province. The most affected districts have been Inhambane, Homoine, Massinga, Maxixe and Morrumbene.

As a consequence of the DINEO cyclone, eduction and health was disrupted due to partial or total destruction of the infrastructure.

Primary Responsibilities:

  • Line management for project staff

  • Ensure capacity building of project staff and transfer key skills

  • Develop the schools and health centers assessment and repair project designs including drawings, calculations, specifications and budget

  • Managing the elaboration and implementation of construction activities

  • Guiding and supervising the construction team in accordance with CARE's policies, guidance and procedures

  • Monitor and expedite project implementation through discussions and correspondence with project and technical staff, as well as with government authorities and project partners, and through field and project visits. Project reporting and advise accordingly about potentially required adjustments and emerging complementary opportunities; contribute to the development of new projects;

  • Regular monitoring of project outputs through site supervision visits to ensure that the implementation of the activities is within the envisaged implementation period;

  • Quality control to ensure that the construction activities comply with sector- specific construction standards;

  • Submit to the Country Director regular/requested progresses reports of activities in the field, reports for the donor, implementing partners and other stakeholders related to ongoing projects/activities, including narrative reports and budgets reflecting project results and progresses;

  • Coordinate activities with agencies and organizations providing similar services as well as in liaising with other stakeholders and international organizations to meet project objectives;

  • Undertake duty travel relating to project assessment, liaison with counterparts, problem solving, and new project development, as required;

  • Monitoring budget utilizations against planned project activities in coordination with the Finance Department;

  • Performing administrative and logistic tasks when requested and overseeing any logistic task performed in the project implementation;

  • Represent CARE at the meetings related to the project

  • Undertake any other duties as requested

 

Primary Skills:

  • University degree in Construction related studies (Structural or Civil Engineering or Architecture)

  • At least five (5) years of relevant experience in construction related activities

  • Previous experience in construction in development countries with NGOs or international agencies

  • Strong technical Knowledge in structural design and construction;

  • Excellent computer skills (Autocad, excel, word, outlook, power point, structural programs)

  • Excellent inter- personal and communication skills and ability to work harmoniously in multi-disciplinary and multi-cultural teams;

  • Excellent organizational and time management skills;

  • Strong teamwork, ability to work under pressure and without supervision;

  • Knowledge of the context, Mozambique, desirable

  • Valid driver's license
