Under the responsibility of the General Coordinator, you will ensure smooth implementation of the project according to project proposal including budget monitoring of activities in coordination with others NGOs and government bodies. As the phase of implementing of the project is ongoing you will be particularly solicited in term of establishing a proper framework for the project.

For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.

MdM is currently starting its operations in Ukraine. A number of exploratory missions have been undertaken in different areas of Ukraine in 2015. The mission focused on changes in availability of, and access to, healthcare due to the conflict, particularly for the most vulnerable populations. Based on the evidence gathered during this assessment MdM has decided to intervene to improve access and quality of health care services for vulnerable conflict affected populations in Luhansk Oblast.

Base Management: Ensure adequate information flow within the different teams, Oversee and coordinate the general functioning of the base, and all departments / services

Program implementation and management: Continuously assess the needs & adjust the programmes to the needs in collaboration with the General and Medical Coordinators, Draw up plans, proposals and budgets for new projects/extensions of projects in conjunction with the relevant team, medical and financial staff.

Logistics/Finance/Administration: Ensure familiarity with donor compliance issues, Ensure appropriate administrative, financial and logistical MdM systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently, nsure regular communications are maintained between the different departments and act as a mediator when necessary, Responsible for accurate budget control and overall responsibility for financial management at the project site in line with project proposals, Monitor expenditure and budget compliance on a regular basis, report any concerns to the Administrative Coordinator and develop plans to mitigate any under or over expenditure at project level.

Human Resource Management: Conduct regular team building activities, Responsible for national staff selection, recruitment, and disciplinary and grievance procedures, Support team members professionally and monitor and support stress management, including regular documented team meetings for planning and reporting purposes, Carry out appraisals as per MdM standard requirements and procedures, Ensure all new team members are adequately briefed on arrival in the field, and departing team members are debriefed, Responsible for capacity building and training of national personnel

Representation -Carry out representation with other NGOs, UN agencies, local and national government bodies, donors and other relevant parties -Participate on a regular basis to all relevant meetings and be collaborative and build a strong relationship with all partners working in the area. -When relevant and with the General Coordinator approval, represent MdM to donors, authorities, NGOs and other parties as necessary.

Safety and Security Management -Ensure team security and safety in a highly changeable and volatile security environment in collaboration with the coordination team. -Proactively monitor the political, military and security situation in the project areas and update the Logistic Coordinator / General Coordinator accordingly. -Ensure that appropriate security guidelines are developed, communicated, adhered to, and regularly reviewed with the Logistic Coordinator / General Coordinator accordingly. -Ensure timely and accurate security / incident reports are sent to the Logistic Coordinator / General Coordinator.

Reporting: Elaborate coordination report with the coordination team

Experience with an international NGO working in emergency contexts, managing programmes, preferably within the health sector.
Previous experience of project planning and budget holding; proposal and report writing.
Knowledge and understanding of project management tools
Strong leadership skills and a supportive management style
Experience of security management at the field site level
Confident and proficient in the use of MS Office

Ability to work under a minimum of supervision
Reactivity, anticipation, adaptability, capacity to take initiatives
Strong problem solving and organisational skills in day to day and crisis situations
Listening and diplomacy skills, team spirit
Capacity to work and to live in tense conditions (proximity to an armed conflict, unstable situation for NGOs )

Languages: English fluent;Russian/Ukrainian is an important asset
