Role and Responsibilities

Plan, develop, monitor and evaluate the assigned project(s). This involves assessing WASH-Shelter needs, designing projects, writing proposals and initiating and effectively managing and reporting on the projects in line with the objectives, timeframe and budget. Provide technical support, leadership and strategic direction. The role includes meeting quality standards in WASH-Shelter delivery, encouraging beneficiary participation, liaising with other stakeholders and managing and training staff.

 

Project Overview

Medair is implementing a DRR Shelter Training and WASH project in the South East district of Haiti as a response to the earthquake. The WASH component includes CATS training, latrine, rainwater harvesting tank construction and repair of water distribution systems. The Shelter component includes house construction and upgrade, local builders and home owners training, and community awareness.

Key Activity Areas

Project Management

  • Provide programme support and technical advice with emphasis on WASH and Disaster Risk Rreduction.
  • Manage the assigned project(s) in order to meet the project objectives within budget and within the allotted time frame.
  • Provide strong leadership of the assigned project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local staff.
  • Develop and implement an appropriate and effective WASH and Shelter strategy in consultation with other staff and field managers.
  • Set clear objectives and indicators for all activities in collaboration with the staff, field managers and, where appropriate, with the local communities.
  • Continuously monitor and supervise all activities, overseeing the technical design, execution and evaluation of progress through outputs and impacts using both quantitative and qualitative data.
  • Input into the integration of beneficiary participation and accountability in all aspects of the project.
  • Ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes and formats.
  • Develop new proposals, linked to the country strategy, in conjunction with relevant field managers.

 

Staff Management

  • Facilitate regular meetings to assist information sharing between project staff, ensuring all staff are aware of project objectives, progress, current work plans and to provide the opportunity for feedback.
  • Provide coaching and technical supervision for staff in order to develop ownership and full responsibility for the activities.

 

Financial Management

  • Manage the assigned project budget and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.

 

Communication and Coordination

  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the team, Medair in-country and HQ WASH and Shelter managers and advisors and other stakeholders.
  • Participate in WASH-Shelter coordination meetings.

 

Quality Management

  • Ensure the project is implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and HAP standards.

 

Qualifications

  • Higher level qualification in a technical field, preferably in water and sanitation and /or Shelter
  • BSc / MSc in Water / Environmental Engineering or Management, Civil Engineering or Hydrology or Geology desirable

 

Languages

  • Strong knowledge of English (spoken and written)
  • Working knowledge of French and/or Creole (spoken and written)

 

Experience / Competencies

  • 2 years post-qualification professional experience in a relevant field
  • Management experience in a WASH and/or Shelter context
  • Experience working in a WASH and/or Shelter programme in a developing country, preferably in a humanitarian context desirable
  • Capacity to work under pressure and manage personal stress levels; team-player with good inter-personal skills

·        Ability and willingness to manage project implementation

·        Technical WASH and /or Shelter skills within a humanitarian setting; knowledge and understanding of humanitarian standards such as Sphere and HAP

·        Able to prioritise clearly and oversee multiple tasks; able to set clear objectives for staff and to delegate

Working Conditions

  • This is a position based in Jacmel and working and living conditions may be very different to that previously experienced.
  • Because of its location, Haiti is prone to hurricanes - security is a concern during the hurricane season, but preparations have been put into place, and the team is regularly updated on the status during these months.
