The role:

The Education Cluster Coordinator will take responsibility for the co-leadership of the Education Cluster with UNICEF to ensure that it fulfils the key humanitarian coordination functions as laid out the in the Inter Agency Standing Committee (IASC) country coordination reference module. In this role, the focus will to improve coordination and information management to ensure the predictability, timeliness and effectiveness of the Iraq IDP education humanitarian response and to establish clear strategies that encompass a holistic approach towards all activities of the Education Sector actors. The objective of the Education Cluster is to provide overarching, strategic and coordinated emergency education outcomes consistent with the International Net Work for Education in Emergencies (INEE) minimum standards for Education. The Education Cluster brings together NGOs, UN agencies, and other partners under the shared goal of ensuring predictable, well-coordinated and equitable provision of education for populations affected by humanitarian crises. This position will work impartially, serving the needs of all members of the Education Cluster, the NGO coordination forum, and/or OCHA as appropriate.

Qualifications and experience

Essential:

  • Substantial experience of working in humanitarian programs or in fragile states.
  • Skills and experience in the education sector.
  • Previous experience working with the cluster system or similar humanitarian coordination mechanism required.
  • Demonstrated experience in leading assessment activities and of designing, managing, monitoring and evaluating education programmes.
  • Demonstrated ability to set up monitoring & evaluation systems.
  • Experience of senior level representation, including Cluster coordination.
  • Experience of developing and negotiating successful partnerships with institutional donors.
  • Ability to write clear and well-argued assessment report.
  • Excellent communication skills with a high level of written and spoken English.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of Save the Children. In particular, a good understanding of Save the Children mandate and child focus and an ability to ensure this continues to underpin our support.

Desirable:

  • Experience in the region.
  • Language skills in Arabic/Kurdish.
