Background: Concern has been working in Liberia since 1991. Our development programmes, focusing on education, health including WASH, food security, income and markets, have been severely impacted by the Ebola Emergency, and to a large part are now being redesigned to meet the changed needs of the communities we work with during the Ebola crisis. In addition, Concern has launched a dedicated Emergency Response, tackling the Ebola crisis at all key stages of virus transmission, through social mobilization and behaviour change (prevention), surveillance, IPC, isolation and care, and safe burial of corpses (direct emergency response).

Job Purpose: The purpose of this position is to oversee the construction and management of water, sanitation and waste management of Community Care Centres and Primary Health Units.

Main Duties & Responsibilities:

  • Support the development of the design of new community isolation and holding facilities
  • Construct and manage water supply (including emergency borehole construction or rehabilitation), latrines, showers and hazardous waste management infrastructure (burn pits, waste pits, and incinerators) at Community Care Centres and Primary Health Units.
  • Ensuring appropriate WASH facilities are constructed and maintained at each facility, including establishing hand-washing stations and manage water-trucking as appropriate
  • Line manage WASH supervisor to oversee WASH aspects of Community Care Centres and Primary Health Units focussing on hazardous waste management and Infection Prevention Control. 

 

 

PERSON SPECIFICATION

ESSENTIAL

Education, Qualifications & Experience Required

Education & Qualifications Required:

Essential:

  • Experienced engineer with WASH with waste management expertise; emergency experience preferred
  • Civil engineering qualification with emphasis on WASH with waste management expertise.
  • At least 2 years field experience in WatSan activities in a emergency context.
  • 3 yrs of professional experience in the field of engineering, construction including logistics and supply work.
  • Contract management experience with managing large scale infrastructure projects.
  • Experience managing staff and building capacity of local contractors, technicians, government technical staff.

Desirable:

  • Experience working in an international NGO.
  • Good collaboration skills with local, national and civil society stakeholders;
  • Monitoring and review abilities;
  • Patience and understanding at working with local community groups;
  • Good interpersonal skills;
