This varied and challenging role involves coordinating and managing the main support functions including general administration, base management, finance, human resources, and logistics. With line management responsibility for staff involved in support roles the Programme Support Manager also represents Medair at relevant meetings with contractors, local authorities, NGOs and other stakeholders.

Project Overview

In 2013 Medair launched a WASH project in Maroantsetra and Mananara District. Medair is facilitating the emergence of a private public partnership to help sustain the development of local structures and appropriate innovative technologies for a real improvement in access to clean water and sanitation and better hygiene. This WASH project will serve over 100 000 beneficiaries within 10 municipalities providing up to 700 new water points and 800 Ecosan latrines. In addition to this project which is ending in 2017, Medair is planning to respond to the prolonged humanitarian crisis in southern Madagascar and wants to open a field base in few months.

As soon as possible. Full time, minimum 12 months contract.

Key Activity Areas

Programme Support Management

  • Facilitate cross cutting communications with the programme teams supporting programme strategy.
  • Supervise all financial activities to ensure all cash management needs, reporting deadlines and internal and external audit requirements are met. Ensure grant management and monitoring.
  • Ensure all internal financial controls are in place and that Medair and donor guidelines are followed.
  • Ensure all national and international legal requirements relating to employment are adhered to, including contracts, statutory deductions, record keeping, etc.
  • Provide logistical support to programme staff and field bases, including managing the supply chain, vehicles, assets, IT and communication equipment and the training of logistics staff.
  • Ensure accurate procedures are maintained in logistics, particularly in the areas of procurement, storage and transportation.
  • Implement procedures and guidelines, so as to enhance the smooth running of the programmes.
  • Represent Medair at national and local meetings with government officials, contractors, NGOs, etc.

Financial Management

  • Provide monthly grant updates, monitor project and support spending patterns.

Staff Management

  • Reflect the vision and live the values of Medair at all times and especially when interacting with team members and provide them with leadership, advice and support.
  • Develop direct reports to improve their knowledge competence and performance.
  • Manage and oversee the assigned programme support staff including recruitment, day-to-day management, training, development and training, etc.
  • Hold regular team meetings with the assigned programme support staff, reviewing team and individual objectives and ensuring team members are kept informed of issues relevant to their work.
  • Coach National Recruited Staff (NRS) for capacity development and ensure that they have proper training to increase knowledge and internal promotion.
  • Coach NRS staff when needed and inspire present staff to career development
  • Develop individual staff development plans.

Qualifications

  • Degree in a relevant subject such as Management / Development Studies / Business Administration or in a relevant technical subject.
  • Strong working knowledge of English and French (spoken and written).

Experience / Competencies

  • 5 years of post-qualification management experience in a relevant profession.
  • Experience working in a cross-cultural setting, preferable in a support role.
  • Problem solving ability, excellent communicator, good numerical and report writing skills.
  • Able to develop and maintain effective relationships with internal and external stakeholders.
  • Capacity to work under pressure and manage personal stress levels.
  • Creative, open-minded, flexible, self-learner.
  • Team-player but also able to work independently.

Working Conditions

  • Based in Antananarivo with regular field visits to Maroantsetra and Mananara bases.
  • Working and living conditions may be very different to that previously experienced.
