Scope:

This position provides technical support in the design and development of agricultural programs in countries in conflict, crisis, post-conflict and post-crisis settings.  The Technical Advisor develops tools and resources around pastoralist and other rural livelihoods to support IRC programming in a range of countries (Horn of Africa, Niger, Chad, Mali, Pakistan and Afghanistan) based on evidence demonstrating the impact of IRC’s work.

 

Major Responsibilities:

 

  1. Provide remote and on-site technical support and assistance in the design, development, implementation, monitoring and evaluation of programming and project activities around pastoralist and rural livelihoods especially around economic and food security outcomes.  Maintain relationships with regional and country program coordinators and managers and offer them support, as needed, on program implementation and monitoring.  
  2. Contribute to or lead the development of concept notes and proposals for the provision of direct technical support projects. 
  3. Share and learn best practices gathered throughout the Technical Units to support robust evidence-based programming around pastoralist and rural livelihoods within IRC.
  4. Provide information to IRC staff seeking information about program activities including external relations and advocacy departments. Respond to field queries regarding program activities.

 

Job Qualifications:

 

Education: Master’s/post-graduate degree in relevant field or equivalent combination of veterinary sciences, animal production, agriculture, natural resource management  is required. 

 

  • Work Experience: A minimum of 5 years of field-based program management experience is required, preferably within a humanitarian, international development setting.   Proven technical expertise in dryland and pastoral systems management as well as two or more of the following areas: (i) Livestock management, (iii) Food security (iv) Agro-Enterprise and Business Development, (v) Research and development in appropriate agricultural technologies and innovations, (vi) Agricultural Finance; (vii) Extension Approaches

 

Demonstrated Skills and Competencies: Demonstrated expertise in program design, monitoring and evaluation, with the ability to turn concepts and strategy around resilience into measurable action.  Strong verbal and written communication skills especially with field teams. 

 

Language Skills: Proficiency in a non-English language is highly desirable, depending on area of assignment.

 

Working Environment: Up to 40% travel may be required. The applicants must have right to work in the US or be home based.
