The International Rescue Committee (IRC) is a non-profit, non-sectarian voluntary agency providing assistance to refugees around the world. IRC’s programs promote self-sustenance for refugees and host populations through public health, sanitation, shelter, rehabilitation, and educational programs. IRC serves refugees in over 40 countries in Europe, Africa and Asia. IRC is committed to freedom, human dignity and self-reliance. This commitment is reflected in well-planned resettlement assistance, global emergency relief, rehabilitation, and advocacy for refugees and host community.

In response to a growing humanitarian crisis and the influx of refugees into Chad, the IRC launched programs in Eastern Chad in February 2004 (Ouré Cassoni camp), in August 2008 (Bredjing camp) and in January 2011 (Treguine Camp).  In addition, IRC has also launched an emergency primary health care program in the Bahr el Ghazal region in October 2010, following the drought that has severely affected the living conditions of the population, especially the food security, the nutrition & the health status. More recently (May - December 2011), IRC Chad has also launched another health program in Faya Largeau (Borkou region) to support the Chadian migrants coming back to Chad after the war in Libya and from September 2011- April 2012, the IRC has been implementing an emergency cholera response in Abeche town, Eastern Chad. IRC started a new Health & Nutrition Program in Mongo, Guera Region in central Chad to provide assistance to drought affected population of that region. In 2013, IRC participated in an emergency response in Tissi, providing water and sanitation for refugees from Darfur. In February 2014, IRC is assisting refugees/returnees from CAR in health, reproductive health, nutrition and GBV.

Overall Accountability and Responsibilities:
The Deputy Director of Programs is responsible for defining and managing the programmatic structure for IRC Chad, ensuring that it reflects the needs of the overall country program and the Strategic Planning (CPSP). He/she, as part of the IRC Chad Senior Management Team, will be accountable for the overall Program Design, will have responsibilities for both the deliverables and the execution of the various programs, and will have the main responsibility in new program development as defined by the Country Director. The incumbent will directly supervise 4 staff: Health Coordinator, Nutrition Coordinator, a DME Manager and two Grants Officers. In absence of the Country Director, he/she will assume the role of Acting Country Director.

Specific Responsibilities
* Programs
 - Develop, design and write up program and project ideas, concept and proposals in collaboration and coordination with the Technical Coordinators, Technical Advisors, Grants Officers, Health Coordinator, Nutrition Coordinator, Field Coordinators and Field Managers;
 - Ensure effective and qualitative program cycle management for the programs in IRC Chad and ensure organizational and programmatic learning across the Country Program;
 - Lead the development of strategic work-plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation;
 - Work with the Technical Country Program staff and Field Coordinators to ensure adequate support is provided the Field implementing teams;
 - Design and develop programs that promote beneficiary participation, capacity building, partnership, advocacy and protection and promotion of rights;
 - In coordination with the Country Director and the Field teams, ensure the development of new program opportunities in line with IRC’s Mission Statement and IRC Chad’s Strategic Plan (CPSP);
 - Ensure that all IRC program interventions are in line with IRC policies, donor requirements and generally accepted guidelines (e.g., SPHERE, WHO, UNHCR and National standards and protocols).
 - In coordination with the Grants Officers, assist the Field teams in collecting, analyzing, presenting and storing data and in achieving the deliverables of the various programs, and the use of data in decision-making at Field level.

* Finance and Grants Management
 - Ensure regular inputs for the grants management process and compliance with all IRC and donor regulations by reviewing all technical reports prepared by Technical Field staff and the Grants Officers;
 - In coordination with the Financial Controller, Grants Officers and the Country Director, monitor all grant budgets to ensure compliance with donor requirements; review budget realignment and grant cost-extension requests; develop budgets for new program activities in coordination with the Technical Coordinators, Grants Officers and Finance Controller; monitor grant expenditures to ensure compliance with budgets and be accountable for the internal reports. Contribute from the program perspective to the operating budget.
 - Ensure program compliance with internal control procedures; ensure grant opening meetings (GOM) and grant closing meetings (GCM) are held for all grants and that the resulting Action Plan per participant is followed-up with all staff involved.

* Human Resources
 - Keep update and adjust as needed the new structure within IRC Chad where Technical Program Staff (Health Coordinator, Nutrition Coordinator, Grants Officers and DME Manager) report to the Deputy Director Programs, and are supervised, monitored, coached and evaluated in a constructive way with program quality as main objective.
 - Design, maintain and implement a plan for enhancing the capacities of the national staff towards the stated goal of developing a stable, lean, focused, efficient (cost and work- wise) and motivated IRC Chad program team.
 - Coordinate the recruitment of relevant program staff; recommend promotions, disciplinary action and termination of program staff in consultation with the supervisors, Human Resources and the Country Director.
 - Support development of the nationalization plan working closely with the HR team, Field and Technical Staff and the Country Director.

* Deputize for the Country Director
 - Act as the focal point for all Program and projects related communication and issues between the field and N’Djamena.
 - In the absence of the Country Director assume the role of Acting Country Director

Qualifications / Requirements
* Master’s degree in relevant field
* Fluent in French and English
* Minimum 5 years overseas experience in humanitarian/development work. Experience in Transition will be an advantage.
* Minimum 3 years international experience in management, preferably within an NGO setting.
* Experience is Africa will be a plus
* Strong knowledge and practical experience of IRC’s key donors – mainly USG (PRM, OFDA), ECHO, Europe Aid and UN-agencies (UNHCR, UNICEF, WFP)
* IRC-experience preferred.
* Strong team-player, excellent leadership, communication and inter-personal skills, ability to work independently, and strong time-management.
* High level of familiarity with computer word-processing and spreadsheet essential.
* Willingness to travel to and work in remote and/or insecure areas and conditions.

SPECIFIC SECURITY SITUATION/HOUSING:
* Staff in Chad must comply with all IRC Chad security policies and procedures applicable to international staff.
