Background

CARE International (CI) is one of the world's largest Non Governmental relief and development agencies.  CARE Canada (CA) is a member of an international partnership which provides a measure of security and well-being for the poor in more than 70 developing countries. CARE Canada currently has approximately 40 expatriate staff and 44 consultants working internationally in addition to significant number of national staff working in the 7 Country Offices that CARE Canada is managing in behalf of CARE International.
The International Operations (IO) Unit was founded in Nov 2007 to ensure effective and efficient support and oversight to the Country Offices (COs) where CARE Canada is a Lead Member (LM).  This includes developing operation standards for quality, cost recovery and other measures that would ensure effective CO management.  
CARE Canada is the Lead Member in CARE International, managing 7 country offices in behalf of CARE international (Chad, Cuba, Djibouti, Indonesia, Kenya, Zambia and Zimbabwe), in average, the 7 offices implement program portfolio of $80M per annum and employ over 1500 national staff, technically, the 7 Country Offices (COs) are considered to be a branch of CARE Canada.

The Safety and Security Lead is responsible for overseeing and maintaining a sufficient safety and security system in all CARE Canada and Country Offices, which would enable smooth implementation of program and safety of staff and in potentially insecure environment.

Job Summary
Based at the CARE Canada Headquarters in Ottawa, the Safety and Security lead is responsible for the ongoing enhancement and management of systems and processes that enables CARE Canada country offices and HQ to manage the safety & security of personnel, assets and program implementation effectively within agreed levels of risks (risk appetite). In doing so, the S&S lead will ensure that the CARE Canada Board of Directors are equipped to fulfill its governance responsibilities in this area. In addition, s/he participates in the CARE International Safety & Security network, including supporting other operational CI members dealing with situations of risks and insecurity in the field.
The incumbent will actively engage with CARE International and peers in relevant organizations in coordinated efforts to implement best practices, plans and processes, harmonization of policies when possible and enhance staff S&S knowledge, skills and culture through the provision, as well as coordination, of staff training, ongoing mentoring and coaching.

 Job Responsibilities and Tasks

Job Responsibility #1 (Est. 30% of the time):
Policy & Development and application:
1.    Represent CARE Canada in relevant workgroups, participate in the development, review, and revisions of policies, processes and standards needed to support good safety and security practices within CC COs, including a risk management framework, which would apply to all country offices;
2.    Oversee the regular update and implementation of a sound Safety and Security Management Plan (SSMP) in each country offices;
3.    Support COs in their efforts to ensure implementation and compliance with CI safety and security policies and standards, and recommendations of evaluations,
4.    Provide advice on CARE Canada's and CC CO's advocacy initiatives, including in civ-military related subjects and escalations in insecurity,

Job Responsibility #2 (Est. 30% of the time):
Safety and Security operations:
1.    Maintain an up to date analysis and overview of CARE Canada’s operating environments, and in particular those situations in which safety and security issues are acute or escalating (country offices at risk),
2.    Advise COs of security incidents and developments, whether in general or country-specific, that impact on staff safety and security,
3.    Deployment to COs as required and provide direct support in key activities such as safety and security incident management, Safety and Security Risk Assessment, development of Management Plans, contingencies such as medical evacuation, hibernation, relocation and / or evacuation of CO personnel,
4.    As needed, participate in CI emergency assessments, 
5.    Maintain and develop a safety and security network both internationally and nationally in countries where CC has a field presence,  

Job Responsibility #3 (Est. 20% of the time):
General COs Safety & Security oversight:
1.    Ensure country office compliance with CI’s safety and security policies and standards, including on-the-ground effectiveness of responses to acute situations.
2.    Exchange regular and ad-hoc information with the CO's Safety and Security Manager, Officer and/or Focal Point to ensure new and existing threat levels are monitored and mitigated through Standard Operating Procedures,
3.    Provide technical support and assistance to CO in reviewing at least annually their safety and security management plan and contingency planning. Report on the implementation of these work plans to the CC IO Committee and Senior leadership Team as required.
4.    Develop and keep up to date a consolidated safety and security risks matrix, conduct necessary analysis and present to IO and ELT as needed,

Job Responsibility #4 (Est. 10% of the time):
HQ safety and security operations management:
1.    Manage security requirements / control system for CC HQ premises,
2.    Conduct regular review of building access rights, safety equipment and observe the proper application of building safety code and security requirements,
3.    Plan and coordinate regular execution of critical incidents rehearsals / drills, such as earthquakes, fire evacuation,…etc.,
4.    Issue and control employees and visitors access passes,
5.    Service contract oversight and coordination with security company as needed,
6.    Provide training and regular instructions to staff on issues of personal safety and security at work,
7.    Lead and/or coordinate staff orientation and training initiatives in the area of safety and security, also ensuring that training resources are effectively utilized,
8.    Provide travelers with sufficient information and follow up during overseas assignments and coordinate as necessary with other lead members,
9.    Serve as a member of the International Operations team by supporting colleagues and participating in joint planning events,

Qualifications:
Education & Training:
•    Required: University degree in a relevant discipline.
•    Desired: Master’s degree in relevant discipline, legal / business management background would be an asset.
•    Minimum education level: Bachelor’s degree and actual experience in safety and security management operations in a similar organizational setup and complex operational environments such as conflict, post-conflict, natural disaster, “failed states”, etc.
Experience:
•    Required:
-    Senior management level of safety and security operations in the developing world, some of which would ideally have been with an international or non-governmental organization experience in international development or humanitarian assistance; an interest in and commitment to the work of CARE International is required. Strong people-management and facilitation skills are essential.
-    Experience working in a large international organization with global operations and multiple stakeholders
-    Experience working in complex environments (conflict, natural disasters, massive population movements, refugees and internally displaced people)
-    Experience of working within a vast safety and security network with multiple stakeholders, including, but not limited to, UN agencies, Int'l and Nat'l NGOs, governments, Int'l Organizations, donors, other armed groups)
-    Direct experience and expertise in context analysis, threat identification and analysis, safety and security risk analysis, determination of impact and vulnerabilities to identified threats, determination of mitigation measures and design of standard operating procedure at regional, country of field office level.
-    Direct experience in safety and security incident management at a senior level (kidnapping / abduction / hostage situations, extortion, armed conflict, banditry, robbery, intrusion, sexual abuse, corruption, fraud, theft, traffic accidents, etc)
-    Direct experience and expertize leading Crisis Management Teams at various levels,
-    Experience working with Executive and Senior Management, Board of Directors and Country Director level positions but also with operational teams at the field level
-    Superior leadership particularly in support of multi-disciplinary and multi-national teams;
-    Proven abilities in decision-making and problem-solving in crisis contexts;
-    Flexibility and willingness to undertake local, regional and international travel in often very demanding conditions and mostly insecure locations.
•    Desired:
o    Experience at the senior safety and security management level in overseas postings.
Technical skills:
•    Required:
o    Reporting - narrative, financial, safety and security incident
o    Advanced written communication in English and French (desirable)
o    Presentations to a variety of audiences, ranging from field personnel, senior management and governance internally to governments, armed forces, police, universities, donors and other partners externally
o    Design, management and implementation of contingency plans at country office level, including evacuation, relocation, hibernation, medical evacuation plans
o    Advanced process and systems analysis skills;
o    solid project management training and the ability to ensure monitoring and completion of established project plans;
o    complete familiarity and ease with Microsoft Office applications;
o    knowledge of operational performance measurement methods;
•    Desired:
o    advanced presentation, training and mentoring skills;
o    Budget design and management
Language competency:

Living Conditions:
•    Location: Ottawa, Canada
•    Expected percentage of time traveling: up to 50% of the time, mainly to CARE Canada managed 7 COs.
•    Special conditions: depending on the need, potential travel to insecure environments for extended periods of time.
