What we do in South Sudan

The overall objective of the ARC South Sudan program is to assist the South Sudanese to respond and react to community needs. To achieve this objective, ARC implements a multi-sectoral program that includes primary health care, tertiary care, Nutrition, WASH and Gender-Based-Violence (GBV) prevention and response activities. ARC currently works closely with the County Health Departments in large scale county-wide health and nutrition programming. ARC’s GBV programming is expanding its outreach mechanisms and introducing innovative new initiatives. ARC has program activities in Central and Eastern Equatoria, Northern Bahr Gazal, and Upper Nile.

 

Major donors include Health Pool Fund (HPF), USAID (OFDA), SHF (pooled humanitarian funds), UNICEF, WFP and private funding.  ARC Sudan’s program has an annual budget of about ${esc.dollar}{esc.dollar}{esc.dollar}13m, with 18 expatriates and over 300 national staff, some of whom are seconded from the County Health Departments (CHDs). HPF is our largest donor and the Area Coordinator is expected to devote a significant portion of his/her time working with the Lot Coordinators, CHD teams, health authorities and ARC staff to ensure effective and efficient services’ delivery to the people of South Sudan.

About the Role

Based in Kapoeta South with frequent travel and significant presence in regional field locations, the Area Coordinator (AC) will be responsible for the overall management and oversight of the ARC programs in the South Region.  This is a key field management position in the country program and the holder will provide operational, management and administrative support to the Head of Programs.  The AC will lead technical teams (sectors) in the development of sector plans/proposals; internally and externally coordinating sector activities; establishing and maintaining public relations with county and state authorities, UN agencies, other I/NGOs and implementing partners; coordinating management support, including resource allocations and utilization among sectors and administration and accounting for them; monitoring program implementation and reviewing plans as appropriate, managing all program staff, including performance management and staff development; coordinating the production of sector and program reports (ARC and donors) and reviewing/summarizing them for the Juba-based Sector Coordinators/Head of Programs; and ensuring the all-time security and safety of program staff and ARC/donor assets.

The skills, experience, abilities and behaviours we are seeking

  • Over 5 years’ experience with an INGO in a management position in complex emergency or post-conflict settings.
  • University degree in the Health Programme Management, Social Sciences, Development Studies or related field; Master’s degree preferable.
  • Experience in managing a multi-sector program; proposal/grant writing; finance, budget planning and management; monitoring and evaluation; conducting needs assessments.
  • Demonstrated ability to manage and lead through influence, vertically and horizontally across functional and geographic boundaries.
  • Strong representation, interpersonal and negotiation skills, in managing relations with donor, community representatives, and government authorities.
  • Experience in managing and working with a multicultural staff; through a participatory approach and in motivating and counseling staff working in a complex emergency environment.
  • Experience in strategic planning and execution
  • Demonstrable experience in developing and implementing civil society programs and capacity building initiatives
  • Experience and/or knowledge of South Sudan (history, politics, culture, etc.) and sensitive to issues involved in working in South Sudan preferable.
  • Excellent verbal and written communications, and presentation skills.
  • Demonstrated skills in donor proposal development, implementation, and project monitoring and evaluation with proven knowledge of USAID/OFDA, UN and multi-lateral donors.
  • Strong participatory leadership and interpersonal skills; ability to motivate staff and provide strong leadership for a diverse team in a politically unstable and insecure environment.
  • Strong oral and written communications skills, esp. negotiating skills; strong computer literacy.
  • Excellent organizational, administrative and management skills; ability to prioritize multiple tasks and meet deadlines.
  • Strong computer literacy; strong skills in Microsoft Office.
