1. GENERAL DESCRIPTION HealthNet TPO’s (HNTPO) programme in South Sudan dates from 1996. HNTPO aims to contribute to improving the overall health situation and supports the development of systems for the provision of health care. South Sudan is one of the core countries for HNTPO to remain engaged with in the coming years, and for this reason it actively seeks to expand its present programme with relevant project and funding opportunities.

Currently HealthNet works in Western Bahr el Ghazal (WBEG) and in Northern Bahr el Ghazal (NBEG); with satellite offices in these States, it has its Country Office in the capital, Juba, Central Equatoria CE. The intervention in Raga is a county wide health systems strengthening programme presently funded through the Health Pooled Fund (HPF), athree and a half year fund, for the period July 2013 till December 2015.

The County Project Coordinator is responsible for HNTPO’s operations in Raja County WBeG. This includes managing a Health Systems Strengthening (HSS) intervention and its three main components: (1) Support to the County Health Authorities (CHD) in the delivery of Primary Health Care services in 14 health facilities, (2) Support to the HSS institutional capacity building of the county health department and (3) support to the strengthening of community systems to enhance demand for accessible and quality primary health care services.  

The County Project Coordinator is the line manager of the HNTPO staff contracted for the HNTPO projects in Raja County. The County Project Coordinator maintains a close working relationship with the CHD in Raja. Technical and Operational guidance and support is provided by the staff based in Juba. 

  • Be responsible for work plan implementation and budget expenditures of the HPF intervention
  • Plan project activities against outputs and budgets. This includes being responsible for operational and financial planning, as well as human resources, logistics and procurement.
  • Closely collaborate with State Ministry of  Health  (SMoH) and the  CHD  ensuring that HNTPO projects effectively contribute to CHD capacity building and comply with SMOH and CHD strategies
  • Establish and maintain good teamwork among all members of the team.
  • Build and maintain good relationships with local communities and other stakeholders and ensure implementation of project activities is done in close collaboration with all stakeholders involved.
  • Be responsible for all internal and external monitoring and reporting procedures including donor reporting
  • Be responsible for the security of the team (approximately 4 people) and assets in a changeable and volatile security environment, including initiating and organizing hibernation and evacuation if necessary
  • Prevent and if necessary report and investigate fraud, corruption and misconduct within the HNTPO staff and stakeholders, in order to apply necessary sanctions.
  • Coordinate and ensure for the projects as well for HNTPO Raga office and guesthouse that all logistical matters are followed up and arranged adequately.
  • Represent HNTPO and its activities in all required fora in WBEG and Raja County (meetings with government authorities, project partners, NGO health forum, NGO security meeting community groups, donors, and other stakeholders).
  • Play an active role in the acquisition and development of new projects/programmes.

 

  • Health professional(Medical Doctor, Registered Nurse or Physician Assistant, with a degree in Public Health is preferred) with strong public health background.
  • A minimum of 4 years’ experience and proven skills in all aspects of Project Management including the utilization of tools such as logical framework, PCM, M&E framework and theory of change;
  • Knowledge and experience managing programmes in fragile countries, preference is given to previous experience in South Sudan;
  • Leadership skills able to motive and guide a culturally diverse team;
  • Proven problem solving and organizational skills, flexible and calm in a challenging environment;
  • Excellent interpersonal communication skills with Health Authorities and community officials.
  • Computer skills incl. MS Word, Excel, Access, Outlook and PowerPoint.
  • Fluency in written and spoken English;
  • Knowledge of spoken Arabic and local languages is an advantage.
  • Good team-player, able to listen and motivate;
  • Able to work with minimum supervision and be pro-active;
  • Able to work under duress, occasional flexibility in terms of working hours;
  • Prepared to live and work in remote circumstance.
