Juba, South Sudan - The Deputy Country Director, South Sudan (DCD) will report directly to the Country Director (CD). In accordance with the country strategy and mission of Samaritan's Purse (SP), the DCD will provide general management of all programing for South Sudan, including donor relations, government relation, the project cycle and direct line management of the Area Coordinators (ACs) and Senor Grants Manager (SGM) and the Human Resource Manager (HRM). The DCD will have responsibility for high level engagement with other agencies, the host government and donors.
Based in Juba, the DCD will be a member of the Senior Management Team and will be required to travel to field sites frequently, providing reports back to the CD.


RESPONSIBILITIES:
* Assist the CD to create, articulate and disseminate a clear vision and strategy for SP South Sudan.
* Provide leadership, management and strategy for all programmatic aspects of the SP South Sudan country office, including donor awards and internal funding.
* Work with the Program Department, SGM and AC's to ensure all grants, awards and internally funded programs are implemented according to SP's Program Management Guidelines and Field Operating Guide.
* Ensure programing is in compliance with Government and donor regulations as well as legal and cultural requirements.
* General Management of the Program Department in accordance with the SP South Sudan country level strategy.
* Improve the systematization and standardization of grants management in accordance with the country level strategy.
* Design, document and implement sector specific strategies.
* Identify, design and document donor specific strategies including the identification of potential funding streams and program opportunities with government and donor agencies through sub agreements, grants and awards.
* Identification, documentation and phased implementation of best practice for sector specific and general program management.
* Identification, documentation and phased implementation of Monitoring and Evaluation systems.
* Work with HR department and ACs to ensure staff capacity is sufficient to implement the country level strategy.
* Monitor humanitarian crisis in South Sudan, performing field assessments when necessary, and advise CD of response options.
* Ensure relationship with clusters and other coordination bodies are strong and the profile of SP in such forums is positive and influential.
* Work with AC's and Program Managers (PMs) to address programmatic challenges.
* Ensure national coordinators are active in capacity building of Program Managers, especially national staff.
* Host VIP trips including media personnel, government officials, dignitaries and IHQ visitors.
* When needed, represent SP with journalists and media outlets.
* Be a spiritual leader for the IFS and National Staff. * Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers.
* Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public. * Assess, manage, and report critical physical, emotional, or spiritual concerns of supervised staff.


SUPERVISORY RESPONSIBILITIES:
The DCD will be responsible for direct line management of the Area Coordinators (ACs) and Senor Grants Manager (SGM) and the Human Resource Manager (HRM).
QUALIFICATIONS:
*  Maintains a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ.
* Bachelor's degree and 2  years field level management experience.
* One year of college-level Biblical studies preferred. * Previous experience working overseas, particularly in Africa.
* Extensive field humanitarian experience in a management role.
* Experience in leading a large diverse team; ability to lead, train and build capacity of National and International staff of many different backgrounds.
* Experience in remote management: managing team members in multiple remote bases.
* Possesses strong organizational, communication and networking skills; must demonstrate ability to function as face of SP to the government, donors, other NGOs, and VIPs.
* Knowledge of project planning and implementation; must have firm understanding of project/grant cycle management.
* Understanding and experience in logistics.
* Experience of financial and administrative coordination.
* Ability to be flexible and adaptable.
* Willingness to travel frequently.
* Ability to coordinate activities with local involvement and establish working relationships with other NGOs.

24 month contract with the potential for renewal.
