The role:

Due to the geographic and administrative bifurcation of affected populations, coordination of humanitarian actors and support to authorities is particularly critical to ensuring children and families have access to critical social services. The Coordinator would work with local administrations to assist them in their leadership and to facilitate the re-establishment of quality education and the strengthening of child protection, with the assistance of the humanitarian community in a well-coordinated, strategic, adequate, coherent, and effective response by participants in the Education Cluster.

QUALIFICATIONS AND EXPERIENCE

  1. COMPETENCIES

Core competencies:

  • Understands the rationale behind Humanitarian Reform, its main components and recent developments including the Transformative Agenda;
  • Understands, uses and adapts the tools, mechanisms and processes developed as part of Humanitarian Reform;
  • Effectively use and transfer information to, from and between cluster participants and other stakeholders through information management tools and principles;
  • Demonstrates commitment to Humanitarian Principles.
  • Communicates, works and networks effectively with a wide range of people to reach broad consensus on a well-coordinated response, and demonstrates leadership where required;
  • Thinks and acts strategically and ensures that Cluster activities are prioritised and aligned within an agreed strategy;
  • Demonstrates commitment to the Cluster and independence from employing organisation;

Builds, motivates and leads the Cluster coordination team.

Technical competences:

  • Abilitiy to develop Logical Frameworks;
  • Proven ability to facilitate a diverse group of agencies and government administrations with different capacities and mandates (UN, INGO, NGO, etc.);
  • Skills to craft a concise strategy and operational plan based on a consultative process;
  • Understands and can use and adapt the tools, mechanisms and processes developed as part of Humanitarian Programme Cyle;
  • Experience in needs assessment facilitation: questionnaire design, coordination of team, analysis of findings in strategy and EiE activity development;

Strong understanding of Education in Emergencies programming, and ability to teach and utilize the INEE Minimum Standards.

Qualifications

  • Minimum of Bachelor degree (Masters level preferred) in a subject area relevant to Education in Emergencies.
  • Extensive work experience relevant to this post may be considered as a replacement for Masters level Education.

Formal training in Cluster coordination is an advantage.

Experience

  • At least 5 years of progressively responsible experience in the humanitarian sector with the UN and/or NGOs, including coordination during the first phase of a major emergency response relevant to the Cluster.

Extensive work experience in Education in Emergencies may be considered as a replacement for Cluster experience.

Languages: Fluency in English is essential; Ukrainian/Russian is an asset.
