Background

The Danish Refugee Council (DRC) is a private independent, non-profit organization (NGO), founded on the basis of humanitarian principles, and human rights in general, to secure the protection of refugees and internally displaced persons (IDPs), and to promote long term solutions to the problems of forced displacement. DRC has been providing relief and development services in Somalia since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. The main programmes implemented include Community-Driven Recovery and Development; Food Security and Livelihoods; WASH and Infrastructure; Protection and Advocacy as well as Emergency Response.

The Community-Driven Recovery and Development (CDRD) project, funded by the EU, DANIDA, DFID, SIDA, and the Finland and Netherlands Ministries of Foreign Affairs, and jointly implemented by Danish Refugee Council (DRC) and UNICEF, focuses on community development through economy-enhancing activities as well as progressive action in service-delivery areas such as community infrastructure, agriculture, education, health, water and sanitation.

CDRD aims to ensure that all activities are demand-driven, i.e. selected by the communities themselves, and that the implementation procedures ensure community participation as well as the active involvement of local, and where appropriate, central government institutions. CDRD has recently been merged with the Develop Informed and Accountable Local Governance through User Empowerment (DIALOGUE) component, which has a twofold aim: improving dialogue among communities, and between communities and district authorities; and supporting communities to prevent and resolve local conflicts. The overall programme derives its name from the combination of the above, i.e. CDRD&DIALOGUE. CDRD&DIALOGUE operates at district level, and its objective of the programme is to strengthen local level governance and community-based organisations to meet community development and safety needs. This will to contribute to the goal of the Somalia Stability Fund: Better lives for Somalis through reconciliation, local development, and the establishment of legitimate local authority in emerging areas of stability.

Purpose

This consultancy is expected to perform and deliver the following tasks:

  1. Design the mid-term review and evaluation tool;
  2. Train the CDRD staff who will facilitate the actual conduct of the review and evaluation; and,
  3. Analyse the results, and prepare a comprehensive report on the results of the mid-term review and evaluation.

 

Scope of consultancy

The scope of the consultancy includes the preparation of the mid-term review and evaluation tool, conduct of the training on the tool, and do an analysis and write-up.

 

Key tasks

  1. Design the mid-term review and evaluation tool.
  2. Travel to Mogadishu, Somalia and train the CDRD Team on the mid-term review and evaluation tool, and strategies in collecting reliable data/information. 
  3. Analyse the data gather by the team, and prepare a comprehensive report on the final results of the mid-term review and evaluation.

  

Methodology

The consultancy will design the required tool for the mid-term review and evaluation, and conduct training for CDRD team following the standard training design. Finally, the consultancy will analyse the data gathered, and prepare the required final report.

 

Key deliverables/outputs

The key deliverables under this consultancy are as follows:

  • Mid-term review and evaluation tool designed;
  • CDRD Team oriented on the research methodology, and the tool that will be used in the actual data collection and entry; and,
  • Comprehensive report prepared with in-depth analysis on the data gathered.

 The consultant is also required to provide soft copy of the research tools or survey documents to DRC after the training.

 

Roles and Responsibilities

DRC Responsibilities

  • Provide materials for desk review (listed below).
  • Schedule meetings with partners or staff upon request by the consultant.
  • Facilitate transport and security to and fro the villages where assessments will be done.
  • Organize the field missions by notifying relevant authorities and groups about the planned field missions
  • Provide the venue, LCDs, flip charts, note pads, colored paper, felt pens, markers, colored markers, and stationery for the training of DRC/COOPI staff and handouts.
  • DRC Technical Unit to make comments on draft report for incorporation in the final report
    • Pay the consultancy fee at a mutually agreed rate.
  • Facilitate the consultant’s travel from base to the field and back after the end of the contract (including airport tax), food and accommodation.
    • Accommodation in Nairobi and Mogadishu, Somalia.
    • Transport from the indicated address to Mogadishu, Somalia and back.

 

The Consultant responsibilities

  • Develop the work plan showing: with introduction/objective, methodology of study, scoping of the work, sampling, schedule of activities & financial plan
  • Undertake desk study of Secondary data including: Project proposal, strategies and detailed activity work plan plus other work by other players on same sector
  • Facilitate training of staff.
  • Provide a final report
  • The consultant will be responsible for their income tax and/or insurance during the assignment

 

Proposed Time Frame

The assignment must be completed within the period of 35 days from signing of this Contract. Depending however the pace of the data gathering that will be undertaken by the CDRD staff, final report is expected to be submitted on or before August 30, 2014.

 

Reporting

The Consultant will directly report to the CDRD and Governance Coordinator who will act as the focal point for coordination and liaison.

 

Expected profile of consultant

  • Have an advanced degree and experience in development evaluation and/or social sciences.
  • Experience in using a range of qualitative and quantitative data collection and analysis methods.
  • Documented experience in participatory project assessments /evaluation.
  • Training and facilitation skills
  • Excellent writing skills


Evaluation and Award of consultancy

DRC will evaluate all proposals submitted and award the assignment based on technical and financial feasibility.  DRC reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder. Only those shortlisted will be contacted.
