ESSENTIAL COMPETENCIES

Master’s degree in Engineering, Geology or Agricultural Science or demonstrable experience in managing WASH projects

Good leadership, management, teamwork & interpersonal skills

Good communication skills and experience in working closely with beneficiaries, partners and local staff

Proven strong experience in project identification and writing.

Experience in financial and administrative management.


Attention to details, ability to follow procedures, meet deadlines, keep the project’s files and documents and work under pressure


Proficiency in Italian and English (written and spoken )

Strong computer skills including Microsoft Word, Excel and Outlook

DESIRABLE COMPETENCIES

Knowledge of the oPTs land and water issues

WORK CONTEXT

Cesvi is active in the oPT since 1994 working mainly on child protection and support to social business. Since 2012 Cesvi increased its portfolio of projects focusing on two main sectors: wash and environment (SWM). Cesvi has good and productive relations with many different stakeholders, partners and donors and it is aiming at increasing its presence in the country. Moreover Cesvi is investing in promoting and strengthening the role of National technical partners in its projects.

This year Cesvi has been identified by the Emergency Program of the Italian Development Cooperation (CoopITA) as partner for the implementation of the project Supporto alla resilienza e risposta ai bisogni in termini di acqua e protezione di comunità vulnerabili alla scarsità idrica e al rischio di sfollamento in Cisgiordania.
The specific objective is to improve the protection and living conditions of the population in Area C, south of Hebron, through the provision of essential water services. The expected result is “Communities affected by water scarcity improve their access to drinkable water for domestic and livestock use at an affordable price” and the main activities are:
- cisterns construction and rehabilitation
- water network construction
- rural road rehabilitation
- drainage systems
- hygiene promotion

JOB DESCRIPTION
The collaboration will start in August 2015.
The main duty station will be Hebron. Periodic missions to Ramallah, Jerusalem and Tulkarem (to maintain Cesvi relations with other partners and donors, and for internal coordination meetings) will be part of the assignment.

The Project Manager will be responsible for management of administrative and financial aspects of the project and in accordance with the contract with the Donor.
Please note that all the reporting documents should be produced in Italian. A proper knowledge of the language, both speaking and writing, is compulsory.

He/she will check and make sure the projects’ activities fulfil timely the scheduled objectives, especially:
a) coordinating and monitoring the implementation of the activities,
b) ensuring that such activities meet with the Country regulations and the donor’s guidelines,
c) ensuring that the Organization’s procedures and regulations are accomplished (Security Manual, Overseas Offices Administration Manual, Logistics Manual, Visibility and Communication Manual).

He/she will be in charge to supervise the administrative aspects of the project (accounting, budgeting, procurement, financial reporting).

He/she will keep an efficient organization of the office and the staff.

He/she will collaborate, within the established deadlines, to the draft of the related project reports (activities planning, work progress and final reports) as requested by donor, the Headquarters, and as agreed with the leading partner.

He/she will recognize and report any necessary variation, extension or revision of the original project.

He/she will identify and present new project proposals, guaranteeing missions to carry out feasibility surveys in the country or region, and actively participate to coordination meetings, clusters and strategic activities in accordance with the HQ and the CR.

He/she will analyse the actual projects and strategies of other stakeholders (NGOs and international organizations) regarding the same sector/geographical area, and draft periodic reports.

The PM reports to the Desk Officer (HQ) and works under the coordination of the Country Representative and in close collaboration with Cesvi’s expatriates in the Country.
