The role:                                                To ensure quality of Oxfam in Myanmar’s Economic Justice Goal, including in Natural Resources Management and governance, responsible investment and Women’s Economic Empowerment. This role will work towards the goal of economic justice across all aspects of Oxfam’s programme in Myanmar, including substantial representational and policy work collectively designed to elicit sustained pro-poor change.

Salary Range:                                        Circa 26,000 GBP net per annum (Negotiable)- for international candidate

KEY RESPONSIBILITIES:

Leading Oxfam’s Economic Justice work in Myanmar

  • Leading the development of Oxfam in Myanmar’s overall economic justice work including developing new programmes of work, together with partners, including influencing components on issues related to economic justice and linking with global progammes and campaigns when relevant
  • Providing leadership and vision to staff within Oxfam around economic justice thinking and programme development
  • External representation to key stakeholders around economic justice
  • Working closely with leading members of staff across programmes, policy and communications teams to move Oxfam’s economic justice goal forward

 

Programming and technical support

  • Working with Programme Managers and partners, leading the design of innovative and gendered Economic Justice and Natural Resources Managementinterventions, which strengthen the programme’s ability to deliver against the objectives of the country strategy. This includes a focus on integrating women’s participation and promoting equity and women’s leadership.
  • Ensure that Economic Justice technical staff provide consistent and high quality support to programmes.
  • Work with Programme Managers to ensure the integration of Oxfam’s approaches to Economic Justice and Natural Resource management (women access to land rights, water management, responsible investment, democratic governance, resilience/ adaptation and risk reduction) in programmes and partner portfolios. This will include supporting the development of programme plans, project proposals and project monitoring and evaluation reviews and core programme management support
  • Lead on the identification and delivery of relevant analytical tools necessary to inform design, monitor progress and impact and develop a credible base of evidence on which to support our abilities to influence policy and practice.
  • Determine in each of Oxfam’s interventions the scope for linking Economic Justice and Natural Resource Management with emphasis on mainstreaming vulnerability analysis, disaster risk reduction and adaptation to climate changes as appropriate.
  • Establish linkages with regional and global Oxfam programmes when relevant on land/forestry, water governance and identify strategic and operational partnerships

 

 

Capacity Building of Staff and Partners

  • Contribute to the efforts of implementing Oxfam Myanmar Partnership Strategy by supporting key strategic partners and identifying new emerging partners, women’s organizations, networks and coalitions,
  • Identify and assess the capacity needs in economic justice and natural resource management of Oxfam staff, partners and counterparts involved in the programme; seek effective and efficient ways to build staff and partner capacity and plan and implement capacity building activities.
  • Works closely with the Resilience advisor and facilitate linkages of national staff to relevant learning resources and opportunities on critical issues for our resilience and DRR/ Climate Change Adaptation developments within and outside Oxfam
  • Work constructively with staff and partners to produce process documents to guide implementation, monitoring and ensure accountability.
  • Support the development of mechanisms & tools that facilitate staff and partners to document lessons and models of good practices from our economic justice work and share good practice

Representation, networking and advocacy

  • Actively engage and contribute effectively to the development and profile of networks and partners
  • Based on programme experience and in conjunction with policy colleagues, support Oxfam`s economic justice, women’s economic empowerment advocacy and research efforts at the national, regional and global level.
  • Build and foster networks that enhance sharing & learning among relevant organizations engaged in economic justice and natural resource management in Myanmar including local organizations, interagency initiatives and the private sector when appropriate.
  • Represent Oxfam in meetings related to areas of technical expertise and support broader inter-agency initiatives.

 

Management and internal processes

  • Ensure effective support and clarity for direct reports, including timely performance management and reviews and coaching and mentoring where necessary.
  • Take responsibility for planning and managing the use of resources/budgets directly managed, ensuring strategic use of unrestricted funds

 

Global and Regional Economic Justice work

  • In line with Country and Asia Regional Strategies, identify national and regional networks relevant to Economic Justice and Natural Resource Management, and Women Economic Empowerment, Resilience, contribute where appropriate to Global OI campaign and Regional/Global program work.

 

SKILLS AND COMPETENCE:

  • Experience in the design and management of Economic Justice and Natural Resource Management[1] program and policy influencing.
  • Overseas experience, of which a substantial part should involve recent land and Economic Justice related work, with knowledge of one or more livelihoods sector such as agriculture and fisheries interventions, small business, market analysis, cash based interventions is preferred.
  • A degree in Natural Resource Management, or other relevant degree linked to economic justice programming
  • Demonstrated understanding of gender sensitive programs and Women Economic Empowerment programmes
  • Community development skills, including participatory community assessment and planning techniques, with skills in capacity building of communities and experience of working with community-based structures.
  • Excellent representational and communication skills, with a proven ability to coordinate with and influence others. This includes diplomacy and good interpersonal skills.
  • Strong analytical, planning and priorization skills – with ability to work independently with initiative and a capacity to remain calm under pressure and not lose sight of strategic priorities.
  • Experience in monitoring and evaluation of programs
  • Experience of working with and developing the capacity of staff and partners
  • Excellent team leadership and management skills and the ability to motivate and facilitate the work of teams/colleagues.
  • Demonstrated experience of integrating governance into food security and livelihoods programming
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts and committed to Equal Opportunities
  • Ability with good knowledge of spoken and written English will be an asset Competent to work with significant levels of autonomy
  • Willingness to travel ad spend time in the field.
  • Excellent communicator with proven ability to build relationships with key contacts in Oxfam and with other stakeholders.
