Job Overview/Summary:

This position will manage existing grants, with significant focus on a DFID grant for effectiveness and responsiveness, and will manage proposals for future grants for the Research, Evaluation and Learning Unit. Responsibilities will include all financial management: analysis of spending, forecasts (in conjunction with programmatic staff), control and processing of budget realignments, preparation of donor and internal management reports, monitoring and spending, and analysis and preparation of data associated with value for money reporting. The post holder will also be responsible for compliance oversight, coordinating donor reporting, and proposal writing. This is a challenging position that requires strong organization skills, excellent interpersonal skills, and the ability to work well in a distributed, multi-cultural environment.

The role reports to the Deputy Director for Evidence to Action, within the IRC’s Research, Evaluation and Learning team.

Major Responsibilities:

Budget management, forecasting and reporting

  • Prepare and maintain project budgets to ensure data is complete and maintained on a timely basis.
  • Work with the Deputy Director to ensure that the budget reflects the programmatic needs of the project; Coordinate regular budget reviews with the Deputy Director and program staff
  • Create T2 code for TU-led grants and ensuring all items entered into SUN at HQ
  • Issue and process invoices, payments to countries/ TUs and payments to partner
  • Create a clear structure for the management of project costs across several functions for the Effectiveness and Responsiveness Programme and other programmes as directed.
  • Ensure the owners of each of the work streams have the financial support, information and understanding to deliver on their project area(s) within budget
  • Coordinate and support budget realignments and annual budget reviews, when relevant (including support to countries)
  • Work with the Deputy Director to prepare and regularly update spending plans, lead the preparation of forecasts, including for donor reporting.​
  • Develop clear guidance on financial rules and processes, for technical units (and country offices, if relevant)
  • Work with the Deputy Director to communicate financial rules and processes and ensure compliance across TUs

Financial Management

  • On a monthly basis prepare Budget Versus Actual reports for and send to Deputy Director and to other relevant staff. The expenditure report should include a brief commentary on matters arising as identified from the report.
  • Prepare six monthly and final financial report as per donor requirements, ensuring it is complete, accurate and produced on a time to ensure adequate review, approval and submission by IPT in IRC-UK.
  • Ensure financial reports are produced in compliance with DFID’s exchange rate policies, including keeping track of expenditure in currencies other than GBP and identifying the rate at which they need to be converted into GBP.
  • Monitoring income from donors and funds transfers

Financial and Narrative Donor Reporting

  • Where necessary develop (in conjunction with IPT for European donors) and provide reporting templates to relevant teams, ensure use of consistent templates
  • Act as focal point and coordinator of narrative reports for grants
  • Ensure that financial and narrative reporting meets donor requirements, quality standards and is submitted in compliance with donor reporting deadlines.

Proposal writing

  • Collate inputs for grant proposals for new opportunities, write proposal sections, edit inputs from colleagues, prepare budgets, and coordinate internal reviews and approvals before submission.

Other

  • Ensure quality information management related to grants by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal IRC documentation and Grant Unit tools.
  • Supporting audits for grants

Job Requirements:

Minimum Requirements

  • Bachelor degree in Accounting, Commerce, Economics or Business Studies or other relevant financial qualification.
  • Minimum 5 years experience in a Finance or relevant department
  • Knowledge of finance systems and computerized accounting software, preferably SUN System and high-level Excel.
  • Prior working experience with international donor funded organization.
  • Demonstrated previous responsibility in managing significant budgets
  • Demonstrated expertise in writing and editing proposals, with the ability to communicate clearly, concisely and with high impact
  • Strong communication skills, including the ability to communicate effectively in a distributed, multi-cultural environment: ability to build good working relationship with project team and partners at a range of levels and in different locations
  • Ability to work independently
  • Strong organizational skills with proven ability to be flexible and to work well under pressure, to deal with multiple competing priorities and to multi-task, and to manage time effectively
  • High level of proficiency with MS Office

Preferred Additional Requirements

  • Knowledge of French or Arabic

Working Environment:

  • Standard office work environment
  • Limited travel as needed
