Oxfam will meet the tax and social security liabilities of the post holder in addition to net salary.

DEPARTMENT PURPOSE: To grow income and form strategic partnerships to overcome poverty and suffering

 

JOB PURPOSE: To strategically develop and manage new and existing donor relationships and funding for the OGB Philippines Country Programme, and to build the capacity for quality fundraising and contract management within the country programme.

 

 

REPORTING LINES:

 

Post holder reports to: Country Director, with Matrix Management from the Regional Funding Management Team

BUDGET RESPONSIBILITY: No

 

 

DIMENSIONS:

  • External linkages: Represent Oxfam in a variety of informal and formal relationships with external networks, donors, other NGOs, consortia, etc.
  • Establish, develop and deliver on donor strategies.
  • Fundraise and manage significant funding for humanitarian and development programmes.
  • Impact institutional donor income and Oxfam reputation.
  • Influence and negotiate with a wide range of people internally and externally.
  • Work closely with other parts of the Oxfam confederation.
  • Resolve diverse problems particularly in the area of restricted funding.
  • Work with information from a wide range of sources and in varied formats, related to restricted funding.
  • Maintains oversight of Funding Management systems.
  • Recommend changes to processes as required.
  • Hold specific technical/professional knowledge of institutional funding from formal training and/or work experience.
  • Problems are occasionally complex.
  • May involve Line Management of Level D’s, E’s and F’s volunteers

 

 

 

KEY RESPONSIBILITIES:

 

  1. Planning/Strategy
  • Lead on establishing and maintaining an up-to-date Country funding strategy and lead the implementation of the strategy for the Philippines Country Programme
  • Identify, and communicate new funding opportunities, and evaluate the potential with Oxfam colleagues.

 

  1. Funding Coordination
  • Ensure effective coordination with Oxfam GB and other Oxfam affiliates at country, regional, and head office levels to ensure adequate overview of funding, proposal submissions and donor liaison.
  • Work effectively with colleagues in other functions to ensure that donor funding is managed to the highest quality standards.

 

  1. Proposal Development
  • Lead or support the development and submission of high quality concept notes and proposals.
  • Work effectively with colleagues in other functions, partner organisations, and affiliates to develop joint funding proposals.

 

  1. Donor Contract Negotiation and Management
  • Lead on negotiating donor contracts favourably in line with Oxfam’s policies and procedures
  • Retain overview and manage the Oxfam contract management system for the country programme.
  • Support programme teams in contract management systems, grant inception workshops, timely submission of quality donor reports, donor compliance and donor audits
  • Support programmes and finance teams in developing high quality narrative and financial reports.

 

  1. External Engagement
  • Facilitate Oxfam’s engagement with donor agencies and other external stakeholders in order to identify opportunities for funding, exchange information about programmes and priorities, promote technical cooperation, ensure regular communications with donors, resolve problems and help negotiate solutions.

 

  1. Capacity Building
  • Assess and strengthen the capacity of colleagues in the planning, securing and management of restricted funds using appropriate methodology, such as formal training, technical guidance, coaching and accompaniment.

 

 

SKILLS & COMPETENCE:

 

Essential

  • Solid track record of experience of planning for, securing and managing funds from institutional donors, such as DFID, EU (ECHO), DFAT, SIDA, OFDA and UN.
  • Extensive experience of writing quality proposals and reports
  • Understanding and experience of managing the complexities of dealing with institutional donors grant funding.
  • Ability to represent Oxfam to donors and other external institutions
  • Experience of building the capacity of individuals and teams for resource mobilisation and management
  • High level of numeracy, budgeting, financial reporting and IT skills
  • Highly developed influencing skills
  • Excellent verbal and written English communications skills
  • Excellent interpersonal skills with the ability to work effectively with others in diverse team situations to achieve fundraising targets
  • Self-motivated, target-driven and a proactive approach to funding
  • Ability to manage time effectively, and adapt priorities to respond to changing demands and tight deadlines, across multiple time zones
  • Organisational awareness

 

Desirable

  • Knowledge of NGO programming in emergencies and long term development issues.
  • Knowledge or experience of Oxfam Philippines’ programme work

 

 OTHER:

 This post will mainly be Manila-based with supporting visits to field sites.
