Summary of Position

The Regional Finance & Compliance Manager is a member of the Regional Support Team supporting a portfolio of country programs, regional initiatives, and expansion into new countries. In this function, the Finance Manager will work with respective country program teams to ensure excellent financial planning, accounting, budget management and compliance across all projects. The Finance & Compliance Manager will be responsible for trouble shooting and building the capacities of finance managers and country directors so that they are able to effectively manage all aspects of their work. He/she will report to the Regional Director and will work closely with the CFO, other finance staff in Headquarters and field teams.

Responsibilities

  • Capacity building & Training – Create an implement a plan to strengthen the capacities of all finance staff across the region in the core competencies necessary for effective financial planning and management. Provide training (in-person and remote) to new and existing finance staff in SFCG’s financial system, field reporting formats, compliance and documentation. Provide on-going coaching to finance staff across the region;
  • Staff Training/Orientation – Assist in hiring and training of new finance managers in the region.
  • Accounting – Set up any new accounting software in country and teach finance staff how to use it.
  • Budgeting – Strengthen the capacities of all program teams to do effective, accurate budgeting based on real costs. Provide support to the budgeting processes for most proposals, in line with donor and SFCG requirements;
  • Regional Budgets and Projects – Prepare and manage all regional and multi-country budgets
  • Operational Budgets – Provide technical assistance in the development of operational budgets, including format, cost analysis, and grant analysis;
  • Grant start-up and close down – Work with country programs to ensure excellent financial planning as part of starting up and closing down grants
  • Financial Planning – Work with all programs to ensure excellent financial planning, including salary and operations projections and activity budget management; ensure effective and smooth spending so that all grants are spent on time and are neither over nor underspent.
  • Cash Recovery – Work with country programs to track and ensure smooth and timely cash recovery on all grants
  • Country Office Start Up – Develop the key financial and operations systems for new offices when they are established, including financial templates, policies, and manuals as well as training
  • Compliance – Ensure that all financial procedures, including cash management, procurement, advance settlement, salary distribution, etc…are compliant. Support audit processes as necessary
  • Audits – Support country offices to prepare for local audits, including spot compliance checks. Ensure adequate follow-up from local audit findings;
  • Internal Audits – On request of the CFO or RD, operate as an internal auditor;
  • Finance Policies – Assist with the communication and implementation of new Finance and Compliance policies which are developed from HQ;
  • Short-Term Technical Assistance – Provide short-term technical assistance and office coverage for finance managers of country programs when they go on leave (when requested and approved the RD)
  • Troubleshooting – work with country program finance managers and CDs to troubleshoot challenges as they emerge.

 

As job descriptions cannot be exhaustive, the position holder may be required to undertake other duties that are broadly in line with the above key duties.

 

Minimum Qualifications

  • Bachelor’s Degree in Accounting & Finance. An accounting certificate from a certified institution would be a plus.
  • Minimum of 5 years of experience in working on financial and administrative aspects of public sector donors, including EU, US government, UN, World Bank grants and contracts
  • Track record, with sufficient knowledge to provide training and support on using the Quickbooks software
  • Experience with operational budgeting and grants management;
  • Experience in relevant region;
  • Willingness to travel on a regular basis (at least 50%) and live in challenging contexts;
  • Demonstrated ability to effectively to work with a diverse team, with attention to mentorship and professional development of staff;
  • Excellent written and oral communications skills in English and relevant languages (Urdu, Indonesian)
  • Strong interpersonal and communication skills.
