WORK CONTEXT

Cesvi has been working in Lebanon since 2001 in different areas: North Lebanon (Tripoli, Halba); South Lebanon (Sidon); Mount Lebanon (Chouf); Nabatîyé (Nabatîyé); Beqaa (Zahlé); Beirut (Beirut).

All the Cesvi projects – funded by institutional donors and private foundations – in the livelihood sector, food security and emergency assistance have a crosscutting component in protection.

Since 2013 Cesvi has been responding to the spill over of the Syrian Crisis working in Livelihood and Protection sectors in close collaboration with local partners, CSOs, local authorities and other stakeholders.

Since 2015, Cesvi is an active member of the interagency Social Stability and Livelihoods Mount Lebanon WG and the national Social Stability & Livelihoods WG (chaired by UNDP). Moreover, it is part of the Protection working group (chaired by UNHCR) and member of Lebanon Humanitarian INGO Forum (LHIF).

Current projects are funded by Unicef, Dutch and AICS funds and target vulnerable communities with economic inclusion programmes through four main pathways:

  1. Building the capacity of SDCs to improve delivery of livelihood-related services,
  2. Improving the technical and soft skills of vulnerable individuals through TVET / internship in order to ensure increased economic opportunity and reduce negative coping mechanisms and tensions
  3. Improving the capacity of the private sector for growth and job creation
  4. Increasing work opportunity and access to public services for most vulnerable Hhs

The project lasts 9 months and it is implemented in partnership with AVSI and four local NGOs.

The aims of the projects are: increasing access of Lebanese and non-Lebanese youth to technical and vocational training and innovative skills-building programmes for improved professional readiness and employability.

JOB DESCRIPTION

The collaboration will start in January 2019.

The main duty station will be the Country Office in Beirut with frequent field visits to all Lebanon, if the security conditions allow it.

The MEAL officer will provide trainings and coaching to 5 local NGOs based Core Humanitarian Standard on Quality and Accountability (CHS) with the aim of improving the quality and effectiveness of the assistance

MEAL officer will coordinate his/her intervention with AVSI meal manager and Cesvi HoM will supervise he/she.

Main activities:

  • To adapt the CHS verification framework to the features of the local NGOSs;
  • To prepare trainings materials on CHS and conduct the Self-Assessment along with each NGO;
  • To set up of an improvement plan for each NGO;
  • Training on tailored module;
  • Development and implementation of MEAL framework and tools for Cesvi projects in Lebanon (comprehensive log frame, M&E plan and indicator tracking table, data collection tools, information flow, reporting and review) in accordance with specific donor requirements;
  • Lead baseline studies, assessments, evaluations, and monitoring of meal process;
  • Support Project Managers in preparation of donor reporting by providing information coming from monitoring findings and data collected from field staff in a timely manner;
  • Ensure effective monitoring through regular field visits, conducting data verification, quality assessments and reporting the findings;
  • Ensure the accuracy of all data presented in reports to stakeholders including to donors, local government units, partners, community beneficiaries, among others.

REQUIRED COMPETENCIES

  • Bachelor’s degree Social Sciences field, Master’s degree in statistics, demographics, or international development preferred;
  • 3 or 4 years’ field experience in Program Design and Development, Program Monitoring and Evaluation of local NGOs and CBOs and Capacity Building;
  • Experience in strategic planning and performance management, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans;
  • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies;
  • Experience in preparing tailored trainings and tools for CBOs.
  • Fluency in English; excellent written and oral communication skills, including facilitation and cross-cultural communication;
    High level of IT skills (Windows, Office package), and ability to use computer programs to collect, document and share assessment and monitoring results.
  • Self-motivated, flexible, resilient, able to take initiative and work independently.

DESIRABLE COMPETENCIES

  • Prior experience in Middle East countries and/or other complex areas
  • Knowledge of Arabic
