Role overview
The objectives of the placement are:
- To support NEP in advocating for education reforms in Cambodia
- To build the capacity of the NEP staff in advocacy and campaigning strategies and skills, as well as partnership and donor relations
- To advise the NEP in producing and sharing high quality research

Responsibilities:
1) Advise NEP's Executive Director, as required, on implementation of strategic and operational issues relating to advocacy and donor relations.
2) Assist with the development of education position papers and briefs
3) Advising NEP staff on building coalitions for joint advocacy activities.
4) Advising on stakeholder analysis and develop stakeholder-specific key messages, as required
5) Establish policy implementation monitoring and evaluation processes and tools
5) Design monitoring and evaluation tools including baseline data and post data collection for the project
6) Support and adviser relevant staff on maintenance of donor relations

Skills, qualifications and experience required
1. Essential qualifications
• Degree in Public Policy, Social Policy or related discipline
• Post-graduate, professional training or equivalent experience in advocacy and donor relations

2. Essential work experience/skills:
• Strategic planning and project implementation, project management experience
• Extensive stakeholder engagement, communications experience
• Experience in policy implementation monitoring and evaluation
• Strong writing skills to support Executive Director and staff, as needed, e.g. assistance with preparation of project proposals, position papers, responses to policy initiatives and presentations
• Strong Institutional Donor Relations experience

3. Desirable work experience/skills:
• Experience of project management
• Experience in staff capacity building and training
• Proficiency in the use of standard Microsoft office software
