BACKGROUND:  The International Rescue Committee, one of the world’s largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The Ebola outbreak in West Africa is unprecedented in scale and in the response required. No previous outbreak has had as many confirmed cases, or as wide of a geographic spread.  The situation is complicated by the porous nature of the regions’ borders, inaccessibility of the terrain and the presence of multiple active sites of transmission. The outbreak in Sierra Leone started in May 2014 and has rapidly spread due to pourous borders, insufficient contact tracing, community fears and misperceptions. 

 

The IRC is leading the Ebola Response Consortium (ERC), a group of ten non-governmental organizations, working in close collaboration with the Centers for Disease Control and Prevention (CDC), UNICEF and MoHS to support the national scale up the training, supervisions and provision of supplies for Infection Prevention and Control (IPC) and Screening for suspected Ebola patients at all 1,185 Peripheral Health Units (PHUs) in every district of Sierra Leone. The objective of this project is to rapidly scale up infection control in health facilities that receive Ebola patients, to interrupt transmission to health care workers and in the hospital setting. The monitoring of the impact of the trainings and the stock of personal protective equipment and key supplies is essential. Data collection will be undertaken by 120 clinical officers who will use smartphones and Magpi software to capture progress.

 

Overall, strong information systems would enable IRC to take a more long-term approach, improving the health systems not only during the outbreak but also for the recovery context. The IRC worked closely with Sierra Leoneans before Ebola and we are committed to staying throughout the battle and into the recovery period.

 

SCOPE OF WORK:

The ERC Health Information Systems Manager will be responsible for the monitoring of the national IPC  project. S/he will have a demonstrated interest in integrated communication technology, data analysis and information systems. As the data collected will be shared with partners through a graphics-based website, a flare for data visualization and the ability to produce concise, well-organized reports for the website is key. Previous experience in running smartphone-based data collection and analysis will be a highly desired asset.

 

SPECIFIC ROLES INCLUDE:

  • Work with NGO partners to obtain and validate the data on a weekly basis
  • Maintain the databases (tasks include data entry and data cleaning);
  • Basic analysis of IPC program data using the Magpi software
  • Update the ERC website with relevant data, maps and concise reportson the IPC project
  • Learn Magpi and provide support to field staff on basic functions of the ICT technology in the field
  • Carry out Magpi trainings, as required

 

Requirements:

  • Master’s degree in public health, biostatistics, social sciences
  • At least one year of experience in developing and maintaining health (or other) information systems
  • Experience working in a multi-cultural setting and in preference in Africa
  • Excellent working knowledge of Microsoft Excel and data visualization
  • Demonstrated interest or skills in ICT systems/Magpi software
  • Previous experience in a developing country or in an emergency
  • Ability to start immediately
