In the Occupied Palestinian Territory and Israel (OPTI), the Oxfam confederation is working through five affiliates (Oxfam GB, Oxfam Novib, Oxfam Solidarite, Oxfam Quebec and Oxfam Italia) under a common strategy and plan. Oxfam GB’s programme in OPTI is currently the largest of all the affiliates and seeks to support Palestinians living in poverty to exercise their right to a safe and dignified way of living. It is well established and has built a strong reputation in economic justice, essential services, rights in crisis and active citizenship with gender as a strong cross-cutting theme to all the work. Oxfam GB’s programme reflects the ‘one programme approach’ where humanitarian and development work is linked strongly with policy and advocacy work.

 

The Role

As Associate Country Director you will drive the delivery of the country programme and build the profile of these programmes through adept strategic leadership, representation and operational management. That means developing the long-term vision and action plan; managing, motivating and inspiring the programme team and ensuring effective budget management; and as a member of the Country leadership Team you’ll have a key role to play in the development and success of an integrated One Oxfam approach to operations and programmes in OPTI. In addition, with all our work in OPTI having a strong advocacy and policy component, you will be expected to work collaboratively with Oxfam colleagues and external partners with a view to influencing donors, foreign governments and international agencies. 

This position is being recruited as a 12 month potentially renewable position due to the change process that Oxfam is currently going through in OPTI. You will have a key role to play in the development and success of an integrated One Oxfam approach to operations and programmes in OPTI.

 

 

The Person

Substantial experience at a senior leadership level is essential, together with a proven track-record in humanitarian and development work, ideally within a Middle Eastern context. You’re also experienced at managing and developing large teams, and working collaboratively in complex, politically sensitive environments. That’s why good judgement and decision making, based on excellent analytical skills is crucial. First-class interpersonal and communication skills are equally important, as is diplomacy and the stature to represent Oxfam GB at all levels. This is a challenging role that not only requires the ability to work creatively and innovatively, but also the flexibility and determination to succeed in difficult circumstances. Fluent in written and spoken English, the ability to communicate in Arabic would be a distinct advantage.

 

The Rewards

Your salary will be paid net, with Oxfam meeting your tax and social security liabilities in relation to Oxfam’s employment. In addition there is an attractive benefits package including pension, medical and other insurances, good benefits for internationally relocated staff and an additional allowance of £4,000 net per annum.

Whilst the Country Director of the Managing Affiliate is responsible for the delivery of the overall Country Strategy, it is the Associate Country Directors who deliver relevant parts of the programme strategy.
