COUNTRY PROGRAM MISSION

Since 1978, the American Refugee Committee (ARC) has provided life-saving primary health services for refugees, internally displaced persons (IDPs), and host communities in emergency and post-conflict settings around the world. Since 1995, ARC has expanded its portfolio to include countries transitioning to longer-term development. From program inception, ARC strives to build host country capacity to provide a broad range of comprehensive health care services by supporting Ministries of Health, service providers, and local communities. ARC implements innovative and inclusive solutions to ensure that all beneficiaries have equitable access to health care.

ARC has been working in Myanmar since 2014 with ethnic health organizations and mobile migrant populations in the southeast region of the country to prevent drug-resistant malaria. This builds on a 30-year history providing health and social services to refugees from Myanmar in Thai camps, including an essential package of primary, reproductive, maternal, and child healthcare services, pharmaceutical supply chain, training and supervision of refugee staff, along with community-based education. 

 

PRIMARY PURPOSE OF THE POSITION

In partnership with Ministry of Social Welfare Relief and Resettlement, the goal of the project is to contribute to the welfare of conflict-affected populations in northern Rakhine State by improving access to basic primary health care, reproductive health care, and tailored WASH activities.

The Senior Nutrition Coordinator’s main responsibility is to coordinate and lead the implementation of ARC’s nutrition programme in northern Rakhine State. This will be through designing interventions, overseeing programme implementation, managing and supporting teams on the ground, conducting training and capacity building of staff including in market assessment, and effectively engaging with relevant NGOs, UN and other agencies and clusters. This position will ensure the provision of equitable, high quality nutrition services in accordance with national standards and global guidance. He/she will design nutrition interventions based on sound and ongoing assessment and analysis of the markets and affected population’s needs, vulnerabilities and capacities. A key role of the successful candidate is to build the capacity of national staff members including capacity to take the role in the longer term.

 

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES    

Program Implementation – 35%

  • Supervise and support nutrition programming activities and technical aspects of the mobile health teams
  • Ensure use of standardized protocols, policies and guidelines, as prescribed Myanmar Ministry of Health and Sports, National Nutrition Center, UNICEF and WHO
  • Ensure that all nutrition activities are consistent with established best practices taking in consideration the unique context of Rhakine state
  • Ensure appropriate support to the field sites where the program is implemented through regular visits or through remote management if access is not possible
  • Coordinate with the medical doctor (expats) implementation team to provide ARC and all local stakeholders with programmatic updates
  • Review progress of program objectives and targets in collaboration with the program manager and medical doctor (expats)
  • Monitor evolving needs of the specific communities being targeted and adjust programmatic priorities as necessary in consultation with the mobile health staff
  • Review technical aspects of internal and external reporting prepared by program manager and medical doctor (expat)
  • Provide ongoing training and further technical support to mobile teams and specifically to nutrition staff

 

Nutrition Direction & Supervision – 35%

  • Regular field trips in intervention areas (Rathedaung, Maungdaw and Buthidaung) with the purpose of discussing each program component, define constraints, priorities and plans of action. Field visit report with recommendation is expected.
  • To monitor and supervise the data collection and compilation for progress reports, the allocated budgets and standardized methodologies, protocols and tools with Program Manager (PM) and Medical Doctor (MD) expats
  • To provide nutrition technical support to PM and MD expats and training/capacity building to the staff in overall management, reporting, strategic thinking and programming according to the identified needs.
  • To carry out training workshops for the nutrition, health improvement.
  • To make sure that all activities meet quality requirements and donor’s commitments in terms of impact, budgets, deadlines, objectives and ARC positioning
  • To collaborate with program manager and MD expats, HR, log and finance departments regarding the needs of the programs
  • To develop innovative protocols/approach/ methodology according to the needs
  • Revise (making comments and correcting) donor reports, related nutrition surveys made by the mobile teams and to participate to the proceedings for dissemination.
  • Preparing reports for the Regional Director, donors, Government and as well as quality control of project specific reports produced by ARC’s project personnel
  • To provide analysis of nutrition & health humanitarian situation in the intervention areas in collaboration with MD expats and mobile health teams
  • To define nutrition strategy in collaboration with program manager and medical doctor expats align to ARC national and international frameworks, and looking for an integrated, coherent and efficient cross-sectorial approach
  • To prepare Nutrition positioning papers according to the needs.
  • To lead the drafting process of Nutrition proposals/Nutrition part of proposals, under the lead of the Program manager in coordination with  support departments (logistic, administration and HR) and potential consortium partners

 

Representation, Coordination and Advocacy – 15%

  • Develop and maintain positive working relationships with ARC staff, national and local authorities, international and national organisation as well as technical focal points in nutrition programme. Coordinating all planned projects with the international community to ensure consistency with cluster priorities
  • Representing ARC and actively participating in the Nutrition Cluster, the CMAM working Group and other relevant forums as well coordination structures with Government, donors and NGOs
  • To provide analysis of nutrition & health humanitarian situation in the intervention areas in collaboration with MD expats and mobile health teams
  • To define nutrition strategy in collaboration with program manager and medical doctor expats align to ARC national and international frameworks, and looking for an integrated, coherent and efficient cross-sectorial approach
  • To prepare Nutrition positioning papers according to the needs.
  • To lead the drafting process of Nutrition proposals/Nutrition part of proposals, under the lead of the Program manager in coordination with  support departments (logistic, administration and HR) and potential consortium partners
  • To propose advocacy activities on Nutrition at field, district and national level

 

Reporting, Monitoring & Evaluation (M&E) – 15%

  • To follow up-studies and pilot projects in implementation areas in collaboration with mobile medical teams
  • To supervise the capitalization of Nutrition projects, methodologies, tools, qualitative information and program/impact analysis.
  • Extract critical lessons learned and good practices from final evaluations, program audits and monitoring reports.

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

Required

  • Medical Doctor or Educational experience in nutrition or related subjects
  • Minimum of 5 years experience in community-based nutrition programming and Community-based Management of Acute Malnutrition (CMAM)
  • Experience in directing and implementing Nutrition programs in emergency contexts
  • Ability to analyze nutrition information, evaluate options, think and plan strategically
  • Experience providing nutritional capacity-building, mentorship, and on-the-job training to other staffs
  • Experience effectively managing pharmaceutical supply chain, including demonstrated record of zero stock-outs
  • Demonstrated track record of successfully building relationships with stakeholders for effective project implementation, including government, communities, and partner organizations
  • Fluency in English

 

Preferred

  • Previous professional experience in a conflict setting and/or with refugee/IDP populations
  • Previous professional experience managing mobile clinics
  • Working knowledge of Burmese language (Rakhine is a plus
