BACKGROUND

IRC began working in South Sudan in 1989. South Sudan declared independence from Sudan in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. In December 2013, a civil war started after a political dispute. The security situation remains fragile and testing operational challenges abound. IRC South Sudan operates a country office in Juba and field offices in Lakes, Unity, Northern Bahr el Ghazal and Jonglei states. Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women’s protection and empowerment and protection.

 

SCOPE OF WORK

The Deputy Director of Field Management (DDFM) will play a central role in overseeing quality program implementation across all sites through dedicated support to each site. Based in Juba but with extensive travel (50% +), s/he will work closely with the Deputy Directors of Operations and Programs. The DDFM will provide timely support to all field sites and have key decision-making responsibilities aimed at improving capacity of field teams to take on greater responsibilities.

 

The DDFM reports to the Country Director. Direct reports to this position will include all Field Coordinators/Managers.

 

RESPONSIBILITIES                           

Strategic Planning and Management

  • Provide strategic, proactive and supportive leadership to Field Coordinators/Managers
  • Oversee the quality of leadership at all field offices and maintain a strong working relationship with DDO, DDP and Program Coordinators to ensure effective delivery of operational support to program activities
  • Provide mediation between field coordinators and Juba program, operations and finance staff to ensure optimal program operations
  • Ensure that the support functions at the field level are optimally structured and staffed to meet program requirements
  • Establish and monitor performance against site-specific program implementation work plans
  • In consultation with DDO, design and implement an operations monitoring and evaluation system to track field office performance
  • Oversee overall operating budget for field sites and support field leadership to manage their individual operating budgets, develop operations spending plans and provide accurate costing for proposals
  • Oversee the implementation of field security management plans in collaboration with Security Coordinator and Deputy Director for Operations
  • Ensure programmatic and operational compliance to donors, including meeting performance targets and adhering to spending and procurement plans
  • Provide strategic guidance to program development based on gaps and opportunities identified at field level, in close collaboration with the DDP
  • Support the DDO in establishing operational systems to support new and existing IRC programs that will utilize a “service center” approach with IRC Juba operational units

 

Policies, Systems and Harmonization

  • Use a holistic approach to ensure integrated operational responses to meet the complex needs in the field
  • Ensure IRC operational policies, including security, HR, logistics, admin and IT, are in place, compliant with IRC and donor policies, and implemented at field-level
  • Lead efforts to harmonize systems, policies and procedures related to operations throughout the field offices
  • Assist the Finance Controller and DDO in the facilitation of internal and external audits and oversee any necessary follow-up actions
  • Ensure that effective channels of internal and external communications are established and utilized in the field offices

 

Capacity Building and Training

  • Promote a team approach and a learning culture in all sites to prioritize and ensure responsive, quality support to programs
  • Work with DDO, Field Coordinators and Senior HR Coordinator to identify training and staff development needs, and develop initiatives to address those needs with an emphasis on nationalization

 

Reporting

  • Develop a monthly field operations report for the senior management team that reviews and analyses key indicators and develops strengthening or corrective actions.
  • Use standard functional weekly report formats and ensure timely field reporting to Juba.

 

Emergency Response

 

  • Lead initial emergency response planning, identify resource needs and allocations, and preliminary life-saving program interventions, working closely with the DDO and DDP.
  • Oversee rapid response teams.

REQUIREMENTS

  • University degree; preferably an advanced degree in an appropriate field such as public service administration, field management, international affairs, or related topic.
  • Minimum of 7 years overseas experience, preferably in complex humanitarian and/or emergency settings.
  • Excellent program and field management, project planning, budget management and organizational, interpersonal, and communication skills.
  • Experience in multi-sector emergency response.
  • Experience in capacity-building and mentoring of field-level staff.
  • Able to work independently while being a strong team player with proven management and leadership skills.
  • Able to work long hours in stressful, often insecure environments.
  • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity.
  • Fluency in English required (oral and written).

 

WORK ENVIRONMENT:

Security level orange. The situation in Juba is calm at the moment but remains tense and unpredictable; c oncerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.
