CONTEXTUAL BACKGROUND:
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance programs for Syrian refugees in Jordan include both camp-based (Zaatari and Azraq camps) and host communities-based refugee assistance (Mafraq, Ramtha, Irbid). Through 3 Women’s Centers and 2 Primary and Reproductive Health Clinics, as well as mobile approaches to service delivery, the Women’s Protection and Empowerment (WPE) team is implementing comprehensive GBV prevention and response programming with funding from a wide range of donors, including specialized case management, psychosocial support, and safe spaces. Women-driven recreational activities as well as life skills activities with adolescent girls and training with their caregivers are also offered, along with activities targeting the reduction of domestic violence through women’s socio-economic empowerment.

SCOPE OF WORK:
The Interim WPE Coordinator will be responsible for the technical oversight of the WPE program, for ensuring donor compliance and for contributing to the development of WPE programming in Jordan. The position technically supervises a field-based WPE Manager and a Service Delivery Specialist. Working under the supervision of the Deputy Director of Programs and receiving technical guidance from the Syria Response Region WPE Technical Advisor, the Interim WPE Coordinator is based in Amman with frequent and regular travel to urban program sites in northern Jordan.

RESPONSIBILITIES:

  • Technical Quality
    • Provide clear technical support, supervision and guidance to the WPE team;
    • Ensure staff adhere to GBV best-practice and professional standards and principles through technical support and trainings;
    • Identify technical gaps in the program and devise solutions to meet those gaps, including modifying existing training resources and identifying short-term consultants;
    • Develop targeted, tailored capacity building plans for WPE staff and partners, ensuring that training and capacity building meet the respective needs of WPE and partners and reflects their respective priorities;
    • Support the development of the IRC Jordan Strategic Action Plan;
    • Oversee the handover of IRC’s WPE direct service activities to its national implementing partner;
    • Support the collaboration of WPE programming across other IRC sectors including Economic Recovery and Development, Child Protection and Health.
  • Monitoring & Evaluation
    • Working closely with the WPE Program Manager, support the development and implementation of ethical and safe monitoring and evaluation systems, including program monitoring tools and the utilization of the GBVIMS;
    • Oversee and ensure analysis of results are conducted and guide WPE staff to use these results to enhance program effectiveness and quality.
  • Staff Supervision & Development
    • Technically supervise the WPE Manager based in northern Jordan and work closely with Field Coordinator who directly supervises the WPE Manager;
    • Supervise the Service Delivery Specialist;
    • Build team cohesion, promoting a strong team spirit and ensuring appropriate sharing of resources, best practices and lessons learned between urban- and camp-based programs;
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions;
    • Oversee jointly with the Field Coordinator timely completion and submission of monthly timesheets, probation reviews and annual performance reviews;
    • Assist with the recruitment of WPE staff, in coordination with HR and field based managers;
    • Provide technical performance management (setting of objectives, appraisals and development plans) to staff;
    • Based on assessments of staffing skills gaps, develop a capacity building plan for WPE staff;
    • Overall responsibility for staff work plans, and training/development activities.
  • Grant Monitoring
    • Support and ensure donor compliance, including appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources;
    • Support the submission of timely, accurate and well written donor reports and other reporting requirements for all WPE programming in Jordan;
    • Lead the development of new business concepts for the expansion of WPE programming in Jordan with technical support and guidance from WPE Technical Advisor.
  • Coordination
    • Ensure regular representation of the IRC in all relevant coordination mechanisms (including the SGBV sub-working group, the Protection Working Group and the Early Marriage Task Force);
    • Act as focal person and attend meetings of the GBVIMS Task Force.

Professional Standards

In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

REQUIREMENTS:

  • Advanced degree in Social Work, Women’s Studies, or other related field
  • Minimum of 4 years professional experience in implementation of emergency GBV programming
  • Proven experience working in emergency contexts
  • Proven experience supervising and providing case management services and support
  • Prior international experience working in emergency settings or insecure environments; regional or in-country experience preferred
  • Strong program/technical and budget management skills
  • Solid experience with planning, reporting, monitoring and evaluation skills
  • Thorough understanding of gender-based violence response protocols, guiding principles and service provision
  • Strong written and oral communication skills, effective in representation and liaison with external parties
  • Must be capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others
  • Proven track record in working with teams, showing high performance in a multi-cultural environment, demonstrating flexibility, and able to handle pressure with professional grace
  • Fluency in English required, Arabic an asset

WORKING ENVIRONMENT:
Amman is currently not assessed as a high-risk environment and it remains a generally safe city as long as IRC security protocols are observed. The post is fully accompanied and housing will be provided by IRC according to the IRC Jordan housing policy.
