The role:                                                To support the effective and quality implementation of Oxfam Humanitarian Programmes in Rakhine, ensuring its relevance to the local context, connectivity with national, regional and international initiatives and structures and compliance with internal and external quality standards.

KEY RESPONSIBILITIES:

 

Developing & Implementing M&E system

  • Work with the Oxfam RakhineHumanitarian Programme Manager, technical team (National MEL Coordinator, Humanitarian Programme Officer, Media and Communication Officer), Rakhine Programme Teams and partners to define a standardised monitoring, evaluation, accountability and learning framework
  • Developing, testing and implement MEAL toolkits and trainings alongside partner agencies
  • Work with Rakhine Programme Teams in Sittwe, Kyauktaw and Kyauk Phyu to ensure that all activities are carried out in a way that is sensitive to community needs and in line with Oxfam’s standards
  • Work with Humanitarian Programme Manager and technical team to provide feedback to area teams and partners for changes/improvements to strengthen programme implementation, including the provision of technical advice for the revision of performance indicators.
  • Support Rakhine programme teams to monitor and evaluate programme activities in order to meet donor requirements and ensure high quality, accountable and transparent programming
  • Undertake periodic monitoring and technical support visits to programme areas to assess progress against approved M&E Plan and make recommendations
  • To support the design, planning, coordination and implementation of baseline/midline and other surveys according to the approved work plan
  • To work closely with Humanitarian Programme Manager, partner agencies, National MEL Coordinator and Rakhine Programme teams to conduct regular project reviews, and Final Evaluation

 

 

Reporting & Communications

  • Collect monitoring and evaluation information from Rakhine Programme Team and partners and collate as appropriate to assist RakhineHumanitarian Programme Manager in the preparation of donor reports
  • Assist with the analysis of progress report received from Programme teams to monitor the progress of projects
  • Work with the communications team to produce a variety of written documents for internal dissemination such success stories, lessons learnt reports and evidence based advocacy materials etc.

Learning

  • Together with communication team and RakhineHumanitarian Programme Manager, document best practices and lessons learnt
  • To contribute to country learning reviews by preparing and disseminating data, lesson learnt, good practices provided by the Rakhine programme teams

Support to Programme Team/ partners

  • Support the Rakhine programme teams and partners in ensuring the timely preparation and submission of reports to Oxfam/donors, and to provide meaningful inputs to the partners to improve implementation
  • Where necessary produce/disseminate guidelines and process documents to guide the monitoring and evaluation partners and other actors
  • Contributes to the development of proposals as needed
  • Work closely with Rakhine Programme Team to support capacity building of programme partner on MEAL issues (monitoring formats, survey methodology, data analysis and report writing).

 

SKILLS AND COMPETENCE:

 

Essential

  • Commitment to Oxfam’s overall aims and beliefs, including strong commitment to gender, diversity issues, equal opportunities and capacity building
  • Good understanding of emergency response for conflict affected people, preferably in the context of complex emergency situation
  • Education to a degree level in a relevant discipline
  • A minimum of 2 years experience designing and implementing monitoring and evaluation frameworks and programs
  • Analytical skills with knowledge and good understanding on global and national emergency issues
  • Experience in working in a complex programme involving numerous stakeholders
  • Ability to work as part of a multi-cultural team and communicate effectively, both verbally and in writing
  • Experience in working in a culturally diverse team
  • Fluency in both written and spoken Burmese and English
  • Computer literacy in word processing, spreadsheets and presentation software
  • Willingness to work flexible hours and to travel frequently within Myanmar
  • Experience in working in multi-sectoral programme and ability to manage multiple priorities and work under pressure and to deadlines

Desirable

  • Relevant degree in humanitarian, social sciences disaster management
  • An understanding of humanitarian relief and development issues related to disasters
  • Understanding of women empowerment and gender issues
  • Experience with website development and administration
