CARE is seeking for a Managing Deputy Regional Director (MDRD) who will be responsible for providing leadership and high level oversight of all key areas of Syria sub-regional and country office (Turkey, Jordan, Syria) strategy and performance. This includes responsibilities within the sub-region for strategy development and oversight, leadership and management, building and maintaining relationships, talent development and staff supervision, financial stewardship, resource acquisition, and program focus and quality. The post holder must also stay on top of and provide effective leadership in the face of the constantly changing geo-political operating environment. Establishing and maintaining appropriate internal and external networks is also an important requirement of this position.

The MDRD leads and manages operations in the sub-region, including the line management of Country Directors of CARE’s Turkey, Jordan and Syria. The MDRD ensures that we are operating in line with established expectations (strategic plans, organizational standards), operating principles and CARE’s humanitarian mandate. In addition, the MDRD will work closely with the Regional Director and core regional team to ensure the relevance, coherence and legitimacy of CARE’s programs in alignment with the CARE MENA Strategy and Social & Gender Justice Framework.

All countries of the sub-region have been engaged in responding to the Syria crisis since 2013. CARE Jordan began responding to the Syrian crisis by scaling up its refugee program in late 2012. CARE’s Turkey and Lebanon were formally established in 2013 specifically in response to the Syrian crisis, and CARE is finalizing the official establishment of a CARE Syria Country Office which will bring together all of CARE’s inside Syria work under a unified line management structure. Smaller refugee programs have also been carried out in Yemen, Egypt, the Balkans and Greece. CARE has been evolving it’s sub regional Syria response and as the crisis unfolds, so do the complexities as well as CARE’s programming portfolio. The establishment of a sub-regional structure and a Managing Deputy Regional Director position is in direct response to the expanded capacity required to effectively oversee and lead CARE’s sub-regional response to this crisis. The MDRD will be responsible for leading the continued development of the analysis and strategic directions arising from the evolving situation, ensuring continued strategic alignment of the sub-region within the broader MENA Region, as outlined in the CARE MENA strategy and Regional Roadmap.

The MDRD will also be a point of leadership and coordination on the quality management of change processes in the sub-region including: team building, learning and innovation, GED, partnership, human resources, monitoring & evaluation/accountability, change management and leadership development, and systems development as appropriate. It will be important to maintain focus on how CARE can be most relevant, by designing, implementing and measuring the impact of appropriate programs across the sub-region, and to ensure the continued attention and refinement to harmonizing approaches across the sub-region, including the ability to keep an eye on required adaptation as the Syrian crisis evolves.

She/he works closely with counterparts in the wider MENA regional leadership team and the broader CARE organization including various parts of CI. She/he keeps abreast of developments in the region and sector externally and coordinates with the CDs in the sub-region as well as the Regional Management Unit to represent CARE in appropriate external forums. She/he visits CARE’s work in the field, as well as some travel outside the sub-region.

The MDRD should be an exceptional individual, combining significant experience in international relief and development with specific skills and experience operating in complex, conflict-prone settings, strategy development and management, as well as program quality, accountability and impact, working in partnership, change management, staff development, coordination and teamwork. The position requires excellent English language communication skills with a demonstrated capacity to work effectively across teams and countries. The position will be based within the sub-region (to be agreed), with approximately 40% travel required.

Primary Skills:

  • Bachelor degree or relevant combination of qualifications and experience in a relevant discipline
  • Evidence of extensive experience in international humanitarian & development work at management level.
  • Good grasp of issues related to the cause of poverty and injustice; knowledge of Middle East and Syrian crisis an advantage.
  • A strong commitment to, and a demonstrated experience in, the areas of organizational development and learning, knowledge-sharing and people development;
  • Demonstrable skills in organizational development, change management, coordinating, facilitating and creating a consensus in a complex environment;
  • Proven operational management skills in large scale operations.
  • Strategic and critical thinking skills; experience of strategic planning.
  • Evidence of capacity to innovate; entrepreneurship.
  • Strong staff management, coaching and mentoring skills and experience (particularly managing remote/virtual teams);
  • Commitment to and capacity to model the behaviours that we value.Evidence of capacity to support the development of these behaviours in others.
  • Ability to work independently, with little direct supervision;
  • Willingness to spend approximately 40% time travelling;
  • Excellent interpersonal, teamwork and communications skills;
  • Language skills: English fluency and prefer candidates with Arabic
