Save the Children has been responding to the aftermath of Typhoon Haiyan/Yolanda in the Philippines from day one. We have a 3-year response strategy with a target of USD 100M budget. Currently, we have field offices in Tacloban, Ormoc and Estancia. Our response has now reached approximately 600,000 people with a team of 500 staff.

Save the Children is looking for a consultant to work with our team in Philippines to develop Human Resources Strategy for our next phases of the response. 

Scope of Work:

The over-all objective is to enhance Haiyan program delivery by ensuring that staff are highly qualified and effective in their line of work and that they are developed and managed by an effective HR structure with a well-defined short and medium term HR strategy. 

  • Objective 1 – Define the Haiyan response structure by developing a staffing plan to address specific needs of each Haiyan Field Office
  • Objective 2 – Develop a strategy to transition into the defined structure
  • Objective 3 – Develop a 2-3 year HR Strategy for Haiyan to help achieve Haiyan Phases 2 and 3 program deliverables
  • Objective 4 – Develop a Succession Plan for the Haiyan response
  • Objective 5 – Develop a detailed implementation plan with reference materials, tools and guides for the Haiyan staffing and succession plans.
