COUNTRY MISSION:

Operational in South Sudan since 1994, ARC implements a multi-sectoral program that includes water and sanitation, primary and reproductive health care, HIV/AIDS and gender based violence prevention and response, and activities geared towards creating economic opportunities for returning populations. 

 

PRIMARY PURPOSE OF THE POSITION

 

The South Sudan Ministry of Health (MoH) has drafted the Health Sector Development Plan (HSDP), a national strategy which focuses on maternal and child health, with the overall objectives to increase utilization and quality of health services, scale up on health promotion and protection, and strengthen the institutional functioning of the health system.

 

The MoH has also issued a directive to reduce complexity and administration costs, as the health stakeholders plan for transitioning health services to a system where all health funds are channelled through three state-focused mechanisms: the Health Pooled Fund (HPF) in six states, USAID in two states and the World Bank in two states, while focusing on one lead agency per county. The HPF mechanism is funded by multiple donors, with DfID being the largest contributor to the fund. Priorities for effective health sector coordination at state and county level are the Three Ones: “One Plan, One Budget and One Review Systemwhich covers all government, NGO and agency health services, led by the State Ministry of Health (SMoH) and County Health Department (CHD). HPF has issued the American Refugee Committee (ARC) with sub awards to support the implementation of a county-based health service delivery model in Magwi, Kapoeta East and Kapoeta South counties in Eastern Equatoria State.

 

ARC South Sudan is looking for a Health Systems Strengthening Manager to support and strengthen CHD capacity under the county-based service delivery model in the following 6 pillars:

 

  1. Health service delivery
  2. Human Resources for Health (HRH)
  3. Health information
  4. Pharmaceuticals and medical products
  5. Health financing
  6. Governance, leadership and management

 

The Health Systems Strengthening Manager will play a key role in ensuring that Kapoeta East CHD is being facilitated to effectively contribute to improved health services delivery at primary health facility level in Eastern Equatoria State in South Sudan. The Manager will work methodically and collaboratively with the CHD team to assess the current level of capacity of the CHD, to make an action plan to develop skills in the above mentioned area. The Manager will be based in Kapoeta East and will meet and work with all stakeholders in the county.

 

Health Pooled Fund conducted an initial assessment of the health systems strength of the different CHDs.  The Health System Strengthening Manager will assist Kapoeta East CHD to go through the assessment again to compare outcomes to previous findings.

 

HPF has used and adjusted the Peer and Participatory Rapid Health Appraisal for Action (PPRHAA) process, designed the capacity building process and supported the development of an implementation and M&E plan for the implementation phase of the project. The Manager will use the guidance and tools of HPF and will work in the same way with the CHD of Kapoeta East.

 

 

MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES:

 

1)     Health Systems Strengthening initial assessment

 

  • Work with the CHD and ARC on the preparation, conduction and the analysis of the health system assessment in the six pillars of health systems strengthening – 1) health service delivery, 2) HRH, 3) health information, 4) pharmaceuticals and medical products, 5) health financing and 6) governance, leadership and management
  • Produce a report on the assessment, the findings and the analysis of the assessment in line with the tools used by HPF
  • Produce a SMART (Specific, Measurable, Achievable, Realistic, Time bound) priority and action plan with the CHD and ARC to incorporate the findings and set out actions to improve capacity for the period of two years
  • Conduct a fact sharing meeting with CHD, ARC and other stakeholders on the report and action plan

 

2)     Implementation of the priority and action plan

(Based on the assessment findings and the priority and action plan in the 6 pillars)

 

  • Develop a detailed action plan per each pillar with indicators of achievement
  • Ensure the CHD and ARC keep track of the priorities and the actions of the detailed action plan
  • Record with CHD a monthly report on the indicators of achievement per pillar including analysis on achievements, constrains and possible solutions towards the indicators
  • Work with CHD on progress evaluation of 3 months achievements based on the detailed action plan
  • Work with CHD on revised priority and action plan if needed

3)     Other Functions

  • Performs any other related duties that may be assigned by line manager
  • Comply to ARC Standard Operational Procedures

 

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

  • Health professional with clinical background (minimum qualification MPH with a focus on Global Health and Health System Strengthening)
  • 1+ years of experience in health system strengthening
  • Excellent analytical and conceptual skills in report writing, health management, project planning, budget management, organizational, interpersonal, and communication skills
  • Excellent skills and experience in training facilitation, mentoring and capacity development
  • Thorough knowledge of Health Information Systems and  use of  District Health Information System DHIS
  • Proven ability to work cooperatively with others in a team environment
  • Excellent computer skills (Microsoft Office, Email, etc)
  • Professional fluency in spoken and written English, including strong  report writing skills
