Over 600,000 refugees have fled from Myanmar to Bangladesh in less than 8 weeks, most coming in very poor physical and mental condition. CARE is responding with a multi-sector programme including shelter & site management Protection/GBV, health (SRH & nutrition) and WASH. CARE managed to secure funding over $ 10 m and pipeline over $ 05 m for 2018 from different institutional , private donors and through CARE International member partners with target to raise more fund for continuation refugee response programme beyond 2018. This attributes multiple donor contracts, ranging from $50,000 to over $1million. An experienced Grants Manager is needed to coordinate funding applications, liaise with donors and support with reporting. Also, gathering funding intelligence and coordinate with Care Member Partners (CMP). This also includes building and strengthening CARE’s relationship with key donor in Bangladesh for supporting the Emergency Response Refugee Influx Program. The position holder plays a critical role in developing proposals ensuring they are in line with CARE Bangladesh refugee response strategy and donors vision. The position allows CARE Bangladesh to play an active role in a variety of country arenas, building and managing stronger relations and partnerships with key donors with primary focus on institutional donors, but also helping to develop relationships with more non-traditional donors, e.g. investors, private sector, etc. and other relevant key stakeholders in the international humanitarian and development community.

The Grant Manager will report to Senior Team Leader - Emergency Response Refugee Program,Cox’s Bazar and collaborate closely with CARE Bangladesh’s program and support teams as well as CARE Member Partners (CMP’s) technical teams, fundraising teams, policy and advocacy and communications colleagues in mapping, developing, coordinating, and maintaining CARE’s relationships and partnerships with Key Donor representatives at country level. This is a great opportunity to work in one of CARE’s largest, most established and dynamic response programmes. Also an opportunity to contribute to a major emergency response.

The incumbent needs a combination of excellent innovation, creative thinking, problem solving, representation, communication and presentation skills, a strong and varied program background and an ability to quickly grasp and communicate CARE’s program work (both humanitarian as well as development). This position builds lasting networks and strategic alliances within CARE HQs, regions and country office The incumbent needs to be a “self-starter” who thinks strategically, acts diplomatically, can achieve valuable results with a high degree of autonomy, and has the capacity to provide leadership and vision.

This is 06 months assignment (renewable), depending on candidate’s availability and budget. Post holder will be based in Cox’s Bazar with regular trips to the refugee camps and Dhaka.

Deliverables:

  • Regular (minimum weekly) provision of latest opportunities for fundraising/ partnering, plus information on donor’s strategies and views on refugee response. Including information on opportunities or feedback on current response.
  • All funding submissions are coordinated in inclusive way, and completed in timely and high quality fashion
  • Donor communications are dealt with swiftly, and all agreed donors/ embassies receive regular updates from CARE
  • Resource mobilization strategy updated in collaboration with CMPs and Fund Tracking sheet updated whenever changes occur
  • Monitor risk and compliance in relation to grants and contracts to reduce donors/audit queries and chance of ineligibility cost from donors minimum
  • Collaboratively work with range of stakeholders to ensure donor’s and Govt compliance are met as per donor agreement, IPIA,FD7 and internal and external audit
  • Build team capacity to improve efficiency of proposal development, donor negotiation and grant & contract management
  • High quality donor reports submitted on time.

Qualifications:

  • Masters degree in Business Administration, Social Sciences, International Development or equivalent combination of education and relevant work experience
  • A minimum of 5-7 years’ extensive experience of working on donor funding applications, and sound knowledge of various major donor styles and requirements.
  • Knowledge of humanitarian donors is a great advantage.
  • Experience of working under pressure (and remaining calm!), and with large multi-disciplinary teams is preferred.
  • Prior experience of funding proposals is essential
  • Solid understanding of the competitive bids process and recruitment function
  • Strong interest and motivation to work in the refugee response.
  • Excellent interpersonal and staff management skills.
  • Ability to think strategically
  • Ability to collaborate with a variety of people (team player)
  • Ability to make decisions
  • Ability and desire to network, both within and outside of CARE
  • Sensitivity to deadlines
  • Thorough knowledge and understanding of international development issues and significant knowledge of key bureaus and offices in Donors regional representations
  • Excellent representational skills and ability to develop and provide well informed presentations about CARE for high-level audiences
  • Strong capacity to manage competing priorities and multiple grants.
